- This is a notice in accordance with FAR 5.101(a)(1) for a non-competitive action under Contract M95494-19-C-0020, which was competitively awarded to Wunderman Thompson (WT). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses are limited to three (3) pages including graphics; 11-pt. font minimum. Cover Page not included. Parties that have previously responded to the Sources Sought Notice,�MR22-008, are not expected or required to provide an additional response to this notice. The Marine Corps Recruiting Command (MCRC) is responsible for the recruitment of approximately 40,000 personnel per year to fill vacancies in the United States Marine Corps� (USMC) Enlisted and Officer, Reserve Enlisted and Officer, and prior service programs. MCRC supports 48 Recruiting Stations (RS) within six (6) Marine Corps Districts (MCD) that are organized into two (2) regions: the Eastern Recruiting Region (ERR) and the Western Recruiting�Region (WRR). Performance under this contract began on 20 December 2019 and provides�for full-service advertising agency support to furnish supplies and services to enhance the USMC�s recruiting efforts. Due to the enhanced challenges being encountered by recruiters, MCRC identified the need to modernize its marketing approach, particularly as the target market moves into a more �digital-first� lifestyle. Included in this effort is a focus on local program support at the District and Recruiting Station level that would provide an avenue for recruiters to execute targeted geofencing campaigns in an expedient manner year-to-year. The purpose of this modification is to provide customized, tactical support for region and district-specific recruiting initiatives that are consistent with the USMC�s national advertising and recruiting strategy, but are not covered under the current scope of the contract. The proposed changes will apply to the remainder of Option Period 2, which ends on 19 December 2022.
