- Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with I3 Federal LLC (DUNS: 785013215) for a Firm Fixed-Price (FFP) contract. The purpose for this FFP contract is to provide an efficient procurement vehicle to purchase ACMI nursing carts for the Huntington VA Medical Center. The FFP contract will be a base and no options. The purchase shall include nursing carts, installation, and maintenance. The NAICS code for this contract action is 339112, Surgical and Medical Instrument Manufacturing (SBA Size Standard: 1,000 employees). The Product Service Code for this action is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The required ACMI nursing carts must be interoperable and interchangable with the facilities existing CLC Medication carts. The ACMI nursing carts can only be provided by I3 Federal due to existing CAPSA CLC Medication carts and maintenance contract at the facility. CAPSA is the sole provider of these specific ACMI nursing carts. The Department of Veterans Affairs believes that awarding the proposed contract to another source would require replacing all the current CLC medical carts which would result in unacceptable delays in meeting this legal obligation, as well as substantial additional costs to the government. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT March 4, 2022 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24522Q0356 Notice of Intent to Sole Source. If after March 4, 2022, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with I3 Federal. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Jin Kim by email at jins.kim@va.gov. The capability documentation should include general information and specific technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service support for the CAPSA medical carts, as well as an authorized distributor letter from CAPSA should be submitted if you are not the manufacturer.
