This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2106852 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2022-04 January 30, 2022. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precession Equipment Repair and Maintenance, with a small business size standard of $22,000,000.00. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for an annual Maintenance agreement on the following Fluidigm Corporation instrument listed below: The minimum service requirements for the following instruments manufactured by Fluidigm Corporation: Period of Performance Dates: 03/27/2022 to 03/26/2023 Helios CyTOF S/N D16-0189 Place of Performance: NIH/NIAID, 10 Center Drive, Bethesda, MD, 20895 United States. FOB: Destination ������������ This equipment is located in a Biosafety Level 2 laboratory, and Personal Protective Equipment will need to be worn for all services visits. The Contractor shall: Submit a full inspection report during the annual preventive maintenance to include any changes to the performance of the instrument and Pre- and Post- PM results of the following parameters: Tuning Solution Lot no. - Instrument response - Mass Resolution - Oxide Ratio - � Abundance � Sensitivity � Stability - EQ4 Element Calibration beads counts and sensitivity - X and Y position of torch. Service engineers are required to pass through security screening when accessing the NIH Bethesda main campus. The vendor will need to contact lab personnel to be escorted onsite to the equipment. The Helios is located in a BSL 2 laboratory, and the engineer should be trained to work in this type of laboratory setting. Minimum Requirements: Unlimited no charge on-site emergency repair service visits Full coverage for OEM replacement parts, labor, and travel. Only OEM parts and service will be accepted for all repairs and services. (Including all parts required to maintain proper preventative maintenance service schedule of the instrument) A minimum of one (1) preventative maintenance (PM) visits: include parts, one Essentials consumable parts kit, labor, and travel. (Equipment is located in Bethesda, Maryland) indicate all exclusions. Update installations of software and hardware as needed and at the time of scheduled preventive maintenance visits Target response time of 72 hours or better Preventative Maintenance visit must be performed once per year during normal business hours Provide the required parts, labor, and travel to maintain and repair the Fluidigm Helios system Up to two (2) replacement of the instrument�s detector with OEM detectors due to normal wear must be included in the price of the service contract. Unlimited remote technical support and troubleshooting Software updates as released by Fluidigm. This includes updates to the: CyTOF acquisition software and normalization packages, and the Debar coder program. Priority onsite scheduling equal to a manufacturers direct contract, to ensure minimal down time of instrumentation. Quote Instructions Vendor is invited to include past performance references of similar services, including the description of the service, the period of performance, and a client contact name and phone number for that award. Quote must indicate to all minimum service requirements and address all quote instructions for the offer to be accepted as responsive. Vendor must include DUNS number The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. By submitting a quotation, offerors are accepting all the Governments terms and conditions listed in this RFQ. �The purchase order award will be based on the lowest price technically acceptable.
