Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice and is subject to availability of funds. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The solicitation number for this requirement is RFQ-HCCA63-2022-EJH-63980 �and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.� The Centers for Disease Control and Prevention (CDC), National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) intends to award a firm-fixed-price purchase order to a contractor to: Perform Eddy Current testing on (ALL TUBES) Condenser and Evaporator of Chiller #1, #2, #3 (Includes Review results with customer of Eddy Current Analysis Report for all 3 Chillers. Contractor will be responsible for removing and replacing endcaps and associated piping to allow access for Eddy Current testing. Prepare and install epoxy protective coating to Chiller #1, #2, #3 both ends of the Evaporator and Condenser Barrel tube sheets, water boxes and end caps. To surface repair damaged and corroded tube sheet, prepare surfaces to receive protective epoxy coatings as per Manufacturer�s specifications. (Must include sandblasting) Contractor will provide all materials, equipment, and labor to properly install product specified-Epoxy Coating as per the following procedure and specifications: Contractor will be responsible for removing and replacing endcaps and associated piping to allow access for Eddy Current testing. QUOTERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTES RECEIVED.�� Quoters should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial quote should contain the quoter's best terms from a technical and price standpoint.�� All quotes must include the full name, address, and DUNS number of the business to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order.� This is a full and open competition. The North American Classification System (NAICS) code for this procurement is 325510 with a small business size standard of $15 million.� The Offeror must have an active registration with the System for Account Management (SAM) prior to quoting on this requirment in accordance with FAR Clause 52.204-7.� QUOTES MUST BE SUBMITTED IN TWO (2) PARTS: Technical Proposal Pricing Proposal Evaluation Criteria: In order to be technically acceptable, the technical propsal must demonstrate: Experience and Certified Level II Technician and provide credentials. Epoxy Coating Service Technicians require a strong understanding of the processes. All insulation removed for the service must be reinstalled. If damaged, it will be replaced with new insulation and repaired. Quotes are due on 03/18/2022, by 11:00 PM Eastern Time and must be sent to the attention of Elaine Hamilton via email at EHamilton@cdc.gov.� The Offeror must cite RFQ-HCCA63-2022-EJH-63980 in the email subject line. Evaluation and award of the purchase order will be performed in accordance with FAR 13.106-2 Evaluation of Quotations or Offers and FAR 13.106-3 Award and Documentation. After evaluation of all proposals, the government intends to award to the lowest priced technically acceptable offer.� Award will be via purchase order as the independent government estimate for this effort is less than the simplified acquisition threshold.
