- AMENDMENT 0002: There are no formal site visits scheduled for this requirement.� However, if interested in visiting the site please contact Melissa.Grice@usda.gov so proper notice can be given to the location.� The information required is: 1) date and time of visit 2) the name of the company and 3) name of individual(s) visiting.� This notice is required 24 hours in advance of the requested date to visit the site.� No questions will be answered during any visit to the site.� All questions shall be submitted in writing to the Primary POC listed on this solicitation. � AMENDMENT 0001: Acreage changed from 4.25 acres to 6.5 acres.� SF 1449 verbiage removed and updated. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0058 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-4.�This solicitation will be a 100% Total Small Business Set-Aside.�The associated NAICS code is 561730, Landscaping Services, with a small business size standard of $8.0 Million and the PSC code is S208. The Department of Agriculture (ARS) has the need for the following services: 0001) Lawn Mowing Services 0002) Weed Whipping Services 0003) Herbicide Scope of Work: The USDA-ARS in Morris, MN is requesting quotes for lawn mowing services.Contractor will provide own labor, lawnmower, gas, equipment, and consumables to provide seasonal lawn care to facility located at 803 Iowa Avenue, Morris, MN. �The mowing area is approximately 6.5 acres.� Vendor must be insured and bonded.� The intent is to award a Base + 4 Option Year contract for this requirement. Technical Requirements:� * Base year � 12 months with actual work performed between April 15, 2022 to September 15, 2022 * Option Year 1 � 12 months following Base Year with actual work performed between April 15, 2023 to September 15, 2023 * Option Year 2 � 12 months following Option Year 1 with actual work performed between April 15, 2024 to September 15, 2024 * Option Year 3 � 12 months following Option Year 2 with actual work performed between April 15, 2025 to September 15, 2025 * Option Year 4 � 12 months following Option Year 3 with actual work performed between April 15, 2026 to September 15, 2026 The contract will consist of three separate line items for three different tasks: Item 0001 Lawn mowing weekly from April 15th to September 15th Item 0002 Weed whipping biweekly during the contracted season Item 0003 Herbicide Applications done twice per during the contracted season All services, as far as possible, shall be rendered at such times as to cause the least practical disturbance to occupants and normal activities, and shall be between the hours of 8:00 a.m. and 4:00 p.m. on a weekday (Monday through Friday) except on federal holidays.� All work shall be performed in a safe manner and in accordance with the most modern and professional lawn mowing procedures.� It shall also be the contractor�s responsibility to properly clean up the premises following each service without extra expense to the Government. The contractor shall submit for approval prior to application the herbicide to be used no less than seven calendar days prior to first application.� The herbicide must be approved for use�PRIOR�to application.� In addition, the contractor shall submit corresponding MSDS sheets on herbicides and chemicals prior to first scheduled visit.� All precautions to prevent injury to humans, domestic/exotic animals and property damage will be taken care of by the contractor. LOCATIONS FOR TREATMENT See map for location of lawn mowing service. A report must be submitted�at the conclusion of each herbicide application that documents work completed during the visit and should include: -Date of service -Name of Technician performing service -Company Name -All Locations listed -Page Numbers (if multiple pages) Required Supplies: The contractor must provide their own labor, lawnmower, gas, equipment, and consumables. Vendor must be insured and bonded.� Government Furnished: There government will not furnish any equipment or services for this contract. Travel: To USDA, 803 Iowa Avenue, Morris, MN. Contractor�s Key Personnel:� The contractor shall maintain competent trained personnel to perform the services required and comply with all OSHA requirements. The contractor�s service representative shall conform to Federal, State and local ordinances and laws in regard lawn mowing, weed whipping, and herbicide applications. Security Requirements: Access to facility can be conducted anytime of day or evening.� Security is not applicable for this contract.� Place of Performance: Services to be provided at USDA, 803 Iowa Avenue, Morris, MN. Visits shall not be made on Federal Holidays or Observance of Federal Holidays. Period of Performance: The contract effective date shall run from April 1, 2022-March 31, 2023 (12 months). Desire is for award of base and four (4) option years. Base year � 12 months (April 1, 2022 � March 31, 2023) Option Year 1 � 12 months (April 1, 2023 � March 31, 2024) Option Year 2 � 12 months (April 1, 2024 � March 31, 2025) Option Year 3 � 12 months (April 1, 2025 � March 31, 2026) Option Year 4 � 12 months (April 1, 2026 � March 31, 2027) Evaluation Factors:� Offerors responding to this announcement shall submit their Proposal in accordance with FAR 52.212-1.� The basis for award is Lowest Price Technically Acceptable (LPTA).� LPTA means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.� Pursuant to FAR 52.212-2, the criteria for evaluation are:�(1) Company Experience and (2) Price and must also have satisfactory Past Performance.� The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified.� If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability.� This will continue until the lowest price quote is determined technically acceptable.� Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed.� If found responsible, evaluations will be closed and award will be made. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall provide 1) technical approach*; 2) price; and 3) company's DUNS number. *Technical approach of the service being offered will be used to make an evaluation and arrive at a determination as to whether the quote will meet the requirements of the Government.� Therefore, technical approach must present sufficient information to reflect a thorough understanding of the requirement. Quotes which merely paraphrase the requirements of the Government's specifications/statement�� of work or use such phrases as ""will comply"" or ""standard techniques will be employed"" will be considered unacceptable and will not be considered further. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered.
