Project Title: Construct Photovoltaic (PV) Farm The United States Air Force is issuing solicitation FA5575-22-R-0002 to request proposals for a Firm-Fixed Price contract to design and construct a Photovoltaic (PV) Farm of 900 kWp in Mor�n AB, as an energy-savings based project. The magnitude of this project is between $1,000,000 and $5,000,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. The actual extent of work requirements will be governed by the specifications and drawings. A pre-proposal conference/site visit will be held 22 February 2022, 10:00 hours local time, in the Contracting Conference room, Building 106 Moron AB, Spain. Please contact the POC's listed in Section L to coordinate attendance of the site visit. All questions regarding this requirement must be submitted to christopher.meyer.31@us.af.mil and david.kovalchuk@us.af.mil no later than 25 February 2022, 13:00 hours local time. Proposals must be received by the Contracting Officer (as described in Sec L) no later than 10:00 hours local time on 9 March 2022. All bids must be submitted electronically and/or hand delivered. Proposals submitted by the facsimile will NOT be accepted. IN ACCORDANCE WITH THE AGREEMENT OF DEFENSE COOPERATION BETWEEN THE U.S.A. AND THE KINGDOM OF SPAIN, ANNEX 6, ARTICLE 1(5) ""SPANISH MATERIAL, LABOR, AND EQUIPMENT SHALL BE USED WHENEVER FEASIBLE AND CONSISTENT WITH THE REQUIREMENTS"" �Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� The work includes, but is not limited to: Site preparations.. Design and build of work site grading. Design and build of gravel road. Design and build of gravel parking lot. Design and build of drainage system. Design and built of traffic signs. Design and build of perimeter fencing. The design and build of a 900 kWp monocrystalline silicon photovoltaic farm. The design and build of PV modules supporting structures. The design and build of an electrical substation. The design and build of a new high voltage line from the PV Farm to the Base Power Plant. The design and build of a new potable water line for maintenance hose bibs installation. The design and build of a new potable water line for fire hydrants installation as required. Commissioning and final testing on all new equipment. Final cleaning. Delivery of As-Built drawings. Delivery of spatial data. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
