Description
Synopsis: This is a Pre-Solicitation Notice. The Department of Veterans Affairs Integrated Service Network (VISN) 2, 3495 Bailey Avenue, Buffalo, NY 14215 anticipates issuing an IFB o/a March 15, 2022, to provide all labor, materials, tools, equipment, and supervision necessary to paint approximately 4900 ft2 of floor and integral wall base in 15 rooms within the basement of Building 20 at the Buffalo VAMC. The Buffalo VAMC. Work includes: Submit proposed paint system to the VA for review and approval. Provide and install infection control, dust control and activated carbon filtered ventilation systems. Protect walls and other areas that are not to be painted. Prepare existing painted surfaces to accept the new paint system. Preparation efforts may include scraping and sanding to remove blemishes and provide a smooth surface to apply the paint system. Clean and degrease all surfaces that will receive the new paint system and allow all surfaces to completely dry. Perform a moisture test on all floors prior to application of the paint system. Maintain humidity, ventilation, and temperatures within the manufacturers prior to application of the paint system all the way through complete cure. Apply the paint system, including primers, paint and number of coats as necessary in accordance with the paint systems manufacturer s instructions to achieve a complete and proper finish. A minimum of two coats of paint is required. Remove all paint protection devices, repair areas as needed and leave all spaces in a clean condition. Be sure to include both Contracting Officers on the email. The Government anticipates issuing an IFB posting in www.beta.sam.gov o/a Monday, March 21, 2022. The magnitude of the project is between $25,000 and $100,000. This notice is not a request for competitive proposals. This is not a solicitation announcement and does not obligate the Government to award a contract. There is a 25% self-performance requirement. Similarly situated firms are acceptable. You will be required to show how you will meet this requirement. Set-Asides: This procurement is anticipated to be 100% set-aside for a SDVOSB. The NAICS Code for this procurement is 238320: Painting and Wall Covering Contractors with a size limitation of $16.5M. Market research will determine the level of set-asides, if any. Please state the socio-economic category your company falls into. EG: SDVOSB, VOSB, SB, Large Business, etc The Government will not be responsible for any costs associated with the preparation of responses to this announcement. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the information for IFB details, specifications, drawings and contract forms will be available on http://www.beta.sam.gov in electronic format only. These should be available on or about March 21, 2022. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.beta.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of IFB deadline stated in the solicitation. Once the solicitation is released, IFBs will be accepted electronically only, due to ongoing safety concerns regarding the COVID -19 pandemic.
