The amendment consists of deletions, additional work, and clarifications as follows: CHANGES TO DRAWINGS (see attached full size sheets): NONE CHANGES TO SPECIFICATIONS (see attached specification sections): 09 29 00 GYPSUM BOARD. Revision Date: 1-8-20 ADDED specification 09 29 00 Gypsum Board The following questions and answers provide clarification to the contract documents: General Questions: Question: Please confirm personnel requirements for this project. Can (1) superintendent fulfill SSHO requirements? Or does (1) superintendent and (1) SSHO need to be on site full-time? Response: Yes; Site Superintendent can be the SSHO and must be onsite during any and all work. Question: Please provide an abatement report. Per drawing page G-002, contaminated material is within the scope of work in Building 124. If this is the case, please provide a specification section and quantities. Response: There is no hazardous material survey in the scope of work for this project. Question: Please confirm if contract has material staging location at facility. If so, where is it? Is prime contractor responsible for any costs associated with staging? Response: See specification 01 00 00-13 1.13 Question: Please provide a specification section for gypsum board assemblies Response: Specification 09 29 00 ADDED this Amendment Question: Due to the nature of this project, a full-height gypsum infection control barrier is not recommended at each location. Constructing gypsum infection control barriers at each work location, would take up more time and cost than the actual work. Is Edgeguard an acceptable infection control barrier instead? Response: The use of temporary barriers as ICRA barriers may be approved if they comply with required fire rating requirements and must be submitted for review and acceptance. Question: Is conduit required for the entire length of all cable runs, or only in areas with exposed ceilings? Response: In all exposed areas that does not have a drop ceiling. Question: Will all 12 buildings for the paging upgrade be geared towards one contractor? Response: If awarded there will be one award. Question: What is the start date, and duration/length of the intended project? (All Buildings) Response: All work shall be completed within 534 calendar days after receiving Notice to Proceed. Question: I see the spec recommendations call for all low voltage wiring in RMC/EMT conduit, but the prints say the cable can be plenum and in a J-hook/cable tray assembly except for where areas are exposed such as garages, unfinished areas, boiler rooms, electrical rooms, etc. then those are required to be in raceway. Do the detailed description sheet notes (G. and H.) pertain to all buildings, including 111? Response: Conduits and boxes with supports shall be provided in all exposed areas without drop ceiling. Question: Will all work be done after normal working hours (7-3:30pm), or only in building 111 that interferes with normal working hours or conditions of the main hospital? Response: Yes, intent is for most work to be completed during business hours. See specification 01 01 10SN 3.20 (7:30am - 4:30pm). Ceiling work to be done after business hours. See phasing notes. Work that interferes with operations must be done on off hours. Question: The bid submission is currently called out to be submitted via USPS. Due to the current Covid-19 situation and being that this project is an IFB can we submit the total proposal via email with the bond being submitted via USPS prior to the bid due date. Response: We need original bid; they can be mailed via USPS however they need to have original signatures. You do not need to be present the time of your bid, but an original bid document need to be. No emails will be accepted. Question: Is the project tax exempt or taxable? Response: Taxable Question: The project scope includes work in 12 different buildings located all around the campus. Please, provide specific phasing of work to be completed. Is there any sequencing on what building, or floor has to be completed first? Response: See sheet T-001 Paging System Phasing Question: Are there areas withing the building where work can only be confirmed off hours? If there are, please list the areas/building/floors and time GC are available to work on. Response: See Question #10 Question: The project site map does not show a GC laydown area. Can the VA confirm if certain area is proposed for laydown? Response: See specification 01 00 00-13 1.13 Question: Can we use the existing raceways and conduit to run any new cabling and wires? Response: Yes. Question: How many speakers in total do you require? Response: speakers are shown on the drawings. Question: Do you want a one for one replacement of speakers (existing and new speakers)? Response: Drawings indicate existing speakers and new speakers that is required. Question: Are the ""S"" speaker icons the existing speakers that are already installed or represent the new speaker points? Response: Drawings indicate existing speakers and new speakers that is required. Question: Do you want the paging activation from only Bldg. 111 or from all Bldgs out to other buildings as well? Response: Paging activation is as shown on the drawings. Question: With the current COVID-19 situation, will the Government allow for an extension to the due date to ensure the vendor can submit the best proposal possible. Response: Amendment has bee complete to extend Bid Opening to Question: Can the Government identify the type of ceiling (sealed, drop down, etc.) and the height of the ceiling from the floor? Response: the ceiling type and height is indicated on the drawings, see ceiling table legend on T001. Question: How is this integration currently connectioned (API, I/O, custom integrations module, etc.)? Where is this current integration executed (building and room)? Response: As shown on the drawings, in the main paging cabinet. Question: As the Vendor can install indoor alert panels (wall mounted 7"" and 10"" color displays) that are ADA compliant to support the visually impaired with the paging alerts. Would the Government be interested in the Vendor offering these ADA compliant paging panels? Response: Bid per contract documents Question: As the Vendor can integrate in any networked Televisions into the Paging System, would the Government be interested in the Vendor offering the networked TV integration? Response: Bid per contract documents Question: As the Vendor can integrate in any outdoor digital signs, would the Government be interested in the Vendor integrating in the Digital signs? If so, how many digital signs are there to be integrated that are networked (Brand and Model). Response: Bid per contract documents Question: As the Vendor can integrate in any outdoor warning sirens, or speakers, are there any outdoor warning sirens or speakers that the Government desires to be integrated into the paging system? Response: Only the parking garages Talk a Phone as shown on the drawing and specified Question: The Vendor can provide a FEMA certified IPAWS integrated paging system that can receive automatic alerts to warn and alert the staff and patients of FEMA identified emergencies. Would the Government desire this capability? Response: Bid per contract documents Question: The Vendor can provide a paging system with a text to speech foreign language and English paging capability. Would the Government be interested in this capability? Response: Bid per contract documents Question: What is the Brand and Model of the current overhead paging system? Response: Existing old Bogen system. Question: Can the Government please provide the total number of current existing speakers are currently installed? Response: quantity of speakers is shown on the drawings. Question: How many of the existing speakers are currently fully operational? What is the Brand and Model of the speakers (watts and amps) Response: quantity of speakers is shown on the drawings, contractor to verify. Question: If the speakers are nonfunctioning, does the Government desire the vendor to replace a one for one in the exact location? Response: quantity of speakers is shown on the drawings. Question: Could the Government provide a picture of the current speakers as they are installed so that the Vendor can plan for the size of drop down or surface mounting for materials planning. Response: the speakers is round as shown, and the new speakers matches the existing as specified. The contractor is responsible for verifying the existing conditions. Question: Is the Vendor authorized to utilize the current raceways, conduit, and other available wire and cable management solutions on site? This could save the Government significant costs and time to complete the project. Response: Existing conduit can be used. All new wring to all new and existing speakers as shown on the drawings. Question: Does the Government desired to have zoning capabilities into each floor of the zoned buildings to further focus the paging to the right department to reduce interruptions? Response: paging zones are shown on the drawings. Question: Does the Government desire the new equipment to be rack or desk mounted? Is there adequate space on the rack or the desk? Is there adequate power outlets to support the new system being installed? Response: Rack mounted equipment s as shown on the drawings. Question: Where are the desired Paging Activation points in each building? Vendor understands that Building 111 will be the installation point for the paging headend and amplifiers. However, if the Government desires to have the ability to activate the paging systems from each building, the Vendor would like to know which room these activation points will be. Response: Provide paging equipment as shown on the drawings. Question: Does the Government desire to have a simple activation systems which would be microphone with the ability to choose the zones to activate. The Vendor has the capability to tie in the Government's VoIP phones into the activation capabilities to allow the staff to page from the VoIP phones. This is ideal during emergencies when alerting from the emergency incident point is desired. Response: Provide activation system as shown on the drawings and as specified. Drawing Questions: Sheet G-002 Questions: Question: General Notes #13 calls out that GC is responsible for relocation of medical equipment and store in designated areas. Provide identification of specific equipment to be relocated, and locations of storage. Also identify if specific vendors are required to be involved in any specific relocations Response: Equipment inside spaces where work is being performed must be identified and coordinated with the COR for removal and reinstallation by contractor. Question: Abatement and Contaminated Note indicated that there is ACM, Lead materials, however there is no report of drawing reflecting location of materials and quantity of materials to be removed. Provide report and information reflecting extent of Abatement required and specific locations. Response: Hazardous material survey and abatement not in Scope of Work. Question: Provide drawing(s) / information reflecting ICRA enclosure(s) and specific locations of Anti-room locations. Response: The basic information is provided for ICRA barrier requirements. The installation and location of barriers is Means and Methods and the responsibility of the Contractor. The use of temporary barriers as ICRA barriers may be approved if they comply with required fire rating requirements and must be submitted for review and acceptance. Question: In locations of ICRA barricades, provide specific floor to structure vertical heights for type A & C walls that are required. Question: Specification Section 09 91 00 Painting: Clarify specification is for repair of areas where renovation work takes place and painting may be required? No finish schedule can be located in drawings. Response: There is no reference to a Finish Schedule since the painting is patching to match existing conditions only. Sherman Williams Color will be provided based on the area requiring touch up. Question: Specification Section 26 05 36 Wireways for Radiology Equipment. Provide identification of specific work related to Radiology Equipment. Response: Not required. Please provide locations on the floor plans. (see highlighted on attached document). Response: The new paging stations are shown on the drawings. Question: Drawing T601 Detail 2 shows new feeds coming from New Paging Equip. to either a speaker or volume control as a tie-in point. We cannot locate these on the floor plans. Could you please provide the location of these tie-in points on the floor plans? (see highlighted on attached document) Response: New paging equipment are shown with plan notes on the drawings for each building. Question: Drawing 111T-101A note 6 states Existing Bogen amplifier to be replaced with new. Interconnect amplifier with new system . We cannot locate this room/amplifier on drawing T601. Please provide details on how this is to be connected. Will this require a CAT 6 cable to it like the other amplifiers on T601? Response: New paging equipment are shown with plan notes on the drawing, connections is a means and methods for the paging integrator to provide. Question: Drawing T-601 paging system zones at top right of the page lists zones 31, 32 and 33 for parking garage and lot. We cannot locate a riser diagram on T-602 for the parking garage or lots. Could clarification be provided on what is required for head end equipment for zones 31, 32 and 33? Response: Parking garages are shown on the site plan. Question: Drawing T-601 details 5 and 6 show typical paging data racks. For the new racks that need to be provided, which detail should be used? Could clarification be provided on which exact head ends get a new paging data rack? We cannot locate any fiber optic cable run to the data racks other than fiber jumpers from the existing VA network rack. Is the fiber optic patch panel required in the data rack? Could more details be provided on the POE switch in the rack? What voltage does the UPS need to be in paging rack? Response: Both details. New racks are shown and described in a plan note. Fiber optic patch is requiring and specified. Provide PoE switches as specified. 120 volt. Question: Drawing T-602, detail 12. Does a new paging microphone need to be installed and included in each building? If so, in what location are these required? Response: Provide paging microphones as specified and as shown on the drawing. Question: Spec section 01 35 26, 1.7. Question: 01 35 26, 1.7, A, 1 states The superintendent may not perform any duties for the sub-contractor as designated competent person. However, 01 35 26, 1.7, C states These Competent Persons can have collateral duties as the subcontractor s superintendent and/or work crew lead persons as well as fill more than one specialized CP role . Which is correct or required? Response: The GC superintendent cannot be the subs CP as stated. The CP works for the sub and can have multiple responsibilities within the subs purview as stated. Question: 01 35 26, 1.7, A The Prime Contractor shall designate a minimum of one SSHO at each project site. Can the SSHO have other duties or only SSHO? 01 35 26, 1.7, C states However, the SSHO has be a separate qualified individual from the Prime Contractor s Superintendent and/or Quality Control Manager with duties only as the SSHO. Is a separate SSHO, separate Superintendent and separate Quality control manager required on site at all times, dedicated only to this project? Response: The GC provides the Site Super that can also be the SSHO; to be onsite at all times of work. The Sub provides the Competent person. END
