Description
SOURCES SOUGHT This is a SOURCES SOUGHT NOTICE, NOT A SOLICITATION OR OFFER TO PURCHASE. The U.S. Geological Survey (USGS) is conducting a MARKET SURVEY for Small Businesses, Certified 8(a) Small Businesses, Certified Hub-Zone Small Businesses, Certified Service Disabled Veteran-Owned Small Businesses and/or Women- Owned Small Businesses to determine the interest and capability of any small business firm eligible to compete under NAICS code 541511 Custom Computer Programming Services with a Small Business Size Standard $30M gross receipts, averaged over preceding 3 years. The size of a small business firm includes all parents, subsidiaries, affiliates, etc., see 13 CFR 121.103 and 13 CFR 121.108 all firms should be certified in System for Award Management (SAM) https://www.sam.gov for an upcoming requirement of Laboratory Information Management System (LIMS) implementation for numerous USGS laboratories in the United States. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. SUBMISSION IS VOLUNTARY. Project Description: The Water Missions Area needs the ability to select and implement an appropriate Laboratory Information Management System (LIMS) for numerous labs around the US. As part of this implementation process, an evaluation of the user workflows, data management policies, and business needs are necessary to ensure the best product is implemented. The initial implementation will focus on 4 labs within the Laboratory and Analytical Services Division and then be expanded to other labs. The LIMS implementation must minimize customizations to the COTS LIMS product and allow for data sharing to common LIMS needs like sample planning, sample status, sample login, data capture, and financial reporting. Those common needs are expected to be government built with service oriented connects to LIMS and other WMA products. The LIMS product must be capable of handling up to 50,000 sample bottles and over 450,000 analysis per year. Proposing a 10-year contract with task orders allowing selection/implementation of best LIMS solutions and the customization efforts necessary to implement the LIMS into the Enterprise Water Mission Area. To support that implementation, the following scope areas of a LIMS solution will need to be evaluated and assessed per lab. An initial list is provided here, but further exploration may uncover additional areas: 1.Data management for initial implementation at: 1. National Water Quality Lab 2. Reston Stable Isotopes Lab 3. Reston Groundwater Dating Lab 4. Menlo Park Tritium Lab 5. Contract Labs (Non USGS)* 1. *Interactions with contract labs is more limited but does include sample tracking, vendor invoice matching and billing features. 6. This scope area covers how data are expected to enter the LIMS solution, how data are reviewed, approved, and/or revised, and how data are disseminated to other WMA applications. This section is expected to constitute the bulk of the requirements in the LIMS solution. 7. After initial implementation, other labs will be identified 2. Billing of sample analysis work to include: 1. In-house sample billing estimates 2. In-house sample billing actuals 3. Allowance for assigning billing values to outside analytical work processed in-house and confirming payments received 4. *This scope area focuses on the financial aspects of LIMS to ensure customers understand expected billings of work to be performed, and that business analysts can ensure payments have been received for work performed for labs within USGS as well as any contract labs. 3. Business analysis features to include: - Reporting actual production numbers with regards to sample type and value, and section workload - Forecasting future workloads and income - *This scope area focuses on predictive and actuals comparisons to understand upcoming sample requests of the system with actuals of current inventory and work in progress or completed efforts. 4. Equipment at initial labs that are: 1. On the Government Network 2. On private networks within the Government (Private VPN) 3. *This scope area focuses on defining current equipment in use by the WMA that will be necessary to integrate with the new LIMS solution. 5. Reference Lists management of all labs for lists including but not limited to: 1. Methods 2. Location management 3. Observed Properties 4. *This scope area focuses on common reference lists between labs that will require agreement and ongoing maintenance to keep consistency of sample analysis 6. Workflows of various LIMS users including but not limited to: 1. Lab Analysts 2. Lab Managers 3. Quality Assurance specialists 4. Field users 5. Business Analysts 6. *This scope area ensures that workflow aspects of managing data are defined and optimized both for operational efficiencies as well as training preparation and communication outreach as we near transition to operations. 7. Data Migration from the initial labs for implementation that use the following LIMS: 1. StarLIMS V11 (for NWQL data) 2. LIMS for Lasers (Tritium)** 3. LIMS for Lasers and LIMS for Stable Isotopes (RSIL, GwDL)** 4. *This scope area focuses on defining current datasets that will be required to migrate into the new LIMS solution as well as the evaluation to determine if that migration should occur or of data should reside in an alternate solution that allows viewing or analysis as necessary. 5. ** LIMS for Lasers and LIMS for Stable Isotopes involves an Access Database 8. Training LIMS users 1. *This scope area Focus will be on defining users who need to login and interact with the LIMS solution, and defining how much training is necessary prior to implementation 9. Transition to operations of a centralized LIMS solution that addresses: 1. Obtaining an authority to operate within the cloud space if applicable. 2. Life-cycle product costs of the LIMS solution and related components such as an underlying database. Emphasis for open-source products where possible. 3. Process for confirming implementation and integrations of COTS and USGS applications that lead to an authority to operate approval 4.*This scope area focuses mainly on the IT aspects of the project to ensure needs are well articulated yet are clear and concise. Product must not be a Oracle product. A scope of work will be provided with any solicitation that may be issued. In response to this announcement, please indicate your firm's socioeconomic status (e.g., small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Interested small business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS not to exceed 10 pages. Your company must have a DUNs number and be registered on-line at the SAM. You will also be required to provide your small business status information either via the On-line Representations and Certifications also located at the SAM.gov website before an award to your company can be made. Your on-line registration will cover any/all your offers to the Federal Government, and only needs updated annually. All responses must be submitted NLT March 10, 2022, at 17:00pm EST via e-mail to: isuryaty@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. If sufficient interest and capability is not received form firms in Small Business set aside category, any solicitation may be issued as unrestricted without further consideration. Any solicitation that may be issued will be posted on the SAM.gov website and no paper copies will be provided.
