The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The International Narcotics and Law Enforcement Affairs Section (INL) in Honduras implements programs funded by the U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs (INL/WHP). The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The purpose of this Personal Services Contract is to fill the new position of Preventative Police Advisor (PPA). The Advisor will provide significant input in strategic planning and development of possible future law enforcement projects in Honduras, notably preventative policing projects, to be implemented both by INL as well as by grantees or contractors. The Advisor will serve as INL�s main point of contact on Leahy Vetting issues involving the Honduras National Police�s Preventative Police Directorate and as INL�s representative on the Embassy�s Place-Based Strategy (PBS) working group. The Preventative Police Advisor will coordinate programs with Honduran government entities, interagency partners working on preventative police programming on behalf of the U.S. Embassy (most notably USAID), other INL offices in the region, and other police advisors and/or contractors working for INL programs in Honduras. DUTIES & RESPONSIBILITIES Under the direct supervision of the Tegucigalpa-based INL Program Officer or his/her designee, the Preventative Police Advisor will perform the following duties: Draft and clear strategies, workplans, budget documents, and activity reports related to INL PBS, model police precinct, and community police projects including briefing documents for the Embassy and USAID Front Offices, Congressional inquiries, Office of Management and Budget (OMB), high level visits, etc.� Review the organizational and operational capacities of the Honduran government, including National police, and local actors to provide citizen security. In consultation with INL/Honduras leadership, continue to develop and refine an assistance plan to promote effective community policing practices and decrease violent crime. Establish collaborative partnerships in the community between the Honduran National Police and the individuals and organizations they serve to develop solutions to security problems and increase trust in police. Assist the Honduran National Police to develop best practices to oversee, coordinate, and administer community outreach activities including the Gang Resistance Education and Training (GREAT) program and others. Assist the Honduran government to implement, oversee, and coordinate best practices for achieving the goal of violence prevention and homicide reduction. Identify training needs of the Preventative Police personnel in intervention areas and propose training options available in the region or the United States. Execute model precinct projects in accordance with the objectives and terms established in the Letter of Agreement, INL workplans, or similar documents. Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. Serve as INL�s lead on Leahy Vetting cases involving members of the Preventative Police to ensure compliance with Leahy Law and to remediate cases when possible. Prepare quarterly and annual progress reports on program activities and annual strategic plans and budgets for each model precinct project. Attend meetings with U.S. and host-government officials as requested. Supervise two locally employed staff members and oversee the work of two third-party contractors. Coordinate with the international donor community and attend donor coordination meetings as needed. When required, perform the role of Duty Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Complete the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Complete the required Grants Officer Representative distance learning (DL) courses through the Foreign Service Institute (FSI) and obtains GOR certification within 90 days of arriving at Post. Certification must continue throughout life of contract. Complete the Foreign Affairs Counter Threat (FACT) course (CT650) course through the Foreign Service Institute (FSI) prior to arriving at Post. Complete online EEO and Harassment Training within thirty days of arriving at Post. Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance is the U.S. Embassy Tegucigalpa, Honduras with frequent travel, including overnight, throughout Honduras. RELATIONSHIP The Preventative Police Advisor will report to the INL Program Officer at U.S. Embassy Tegucigalpa, Honduras. The PPA will provide general administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/WHP to develop and manage programs and related issues. The Advisor is required to have effective and professional relationships with all members of the INL/Honduras team, coordinating efforts across programs, and ensuring an efficient and positive work environment. The INL Program Officer Tegucigalpa will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Honduras, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to TS level may be required.) �A minimum of ten (10) years demonstrated experience in local law enforcement (state, city, or county), with experience in patrol and/or community policing. A minimum of three (3) years of experience advising police forces in Central and South America.� A Bachelor�s Degree from an accredited institution or four (4) years of additional police experience in lieu of a degree. A minimum of five (5) years of police program experience, such as experience with police liaison activities, counter-narcotics policing, anti-gang policing, and violence reduction efforts.� Demonstrated experience in the design, management, and oversight of international foreign assistance projects. Demonstrated experience in policing tactics and theories, the management of resources, and working with partner nation policing programs. Demonstrated relevant work experience in law enforcement program management, training, and problem-solving methodologies. Familiarity with experience managing U.S. Government (USG) contracts, grants, inter-agency agreements, and/or donations to international organizations. Demonstrated experience in metrics and evaluation, reporting, and program budget execution. Demonstrated familiarity with the Leahy Vetting law and related procedures. Demonstrated ability to write and speak Spanish (3/3) and English (4/4). Demonstrated knowledge and experience with USG regulations, standards of conduct, and ethics. Prior experience in Central America strongly preferred. FACTOR 2:����������������������������� Relevant Experience��������������������������������������������� (25 points) Demonstrated ability to serve as a role model for trying new approaches and building collaborative relationships to implement improved policing methodologies, especially in remote high-crime areas, and use position to influence and educate others. Demonstrated ability to emphasize and reinforce modern police philosophy vision, values, and mission within an organization to support and articulate a commitment for improved policing techniques, with human right equities, as the dominant way of doing business. FACTOR 3:����������������������������� Knowledge and Ability����������������������������������������� (20 points) Demonstrated knowledge of program management, concepts, practices, and principles to analyze and develop recommendations for program implementation and USG objectives. Demonstrated ability to manage resources, influence by design, and effectively collaborate to further goals, objectives, and activities. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses.
