Submittals must be in accordance with the attached information at the place and time specified. The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL�s Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. INL/AME and INL personnel in-country administer U.S. government assistance to the Kenyan criminal justice sector, including its police and justice institutions.� The INL Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well work with INL/Nairobi and INL/AME to develop and manage programming activities. Under the supervision of the INL/Nairobi Director, the INL Coordinator will liaise with other U.S. agencies and partner governments active in the criminal justice sector (law enforcement, prosecution, judiciary, and corrections), as well as with host government contacts. The INL Coordinator will monitor INL programs throughout Kenya, analyzing their effectiveness and suggesting improvements. The INL Coordinator will present these approaches to the INL Director and INL/AME for discussion and approval. The INL Coordinator will reside in Nairobi and occasionally travel and work elsewhere in Kenya and East Africa, as circumstances dictate and allow. Under the supervision of the INL Director, the INL Coordinator will develop, implement, and oversee INL programs in Kenya. The INL Coordinator will help oversee all management aspects of the program to include training, funding, equipment accountability, implementer performance, and other duties as assigned. The INL Coordinator will also provide internal control and accountability for the delivery of equipment, technical assistance, training, and other assistance to the Kenyans. The INL Coordinator must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment.� DUTIES & RESPONSIBILITIES Under the direct supervision of the INL/Nairobi Director and INL/AME Team Lead, or his/her designee, and in coordination with the� Kenya program officer, the INL Coordinator will perform the following duties: Identifies potential program efforts and areas of development for future programs that will fulfill INL�s goals and objectives. Evaluates and advises Mission leadership on the performance of Kenyan agencies and implementing partners operating in conjunction with INL assets and resources to evaluate and recommend the need for future programs. Works with Kenyan officials to determine how best to develop institutions that enhance Kenya�s criminal justice sector, including the police, the judiciary, the corrections system, and civil society. Generates support for and actively advances U.S. policy objectives with key officials, influential organizations, the media, and leaders in the private sector.� Liaises with and assists the various Kenyan law enforcement agencies in developing viable capacity-building projects in the fields of accountable policing and oversight, forensics, and institutional reform. Also acts as liaison between these Kenyan entities and other components of the U.S. Mission.� Maintains the necessary professional and social relationships with Kenyan justice sector officials to ensure close, cooperative working relationships. Assists in the preparation of such reporting as the annual budget request for International Narcotics Control and Law Enforcement (INCLE) funds and the Mission Resource Request.� Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc.). Helps administer and monitor the expenditure of funds provided to implementers. Prepares program documentation and procurement requirements for assistance projects. Helps prepare regular reporting, as well as monthly status reports to INL/AME. Analyzes and reports on law enforcement and justice sector developments in Kenya, ensuring that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities with regard to all elements of Kenya�s justice sector.� Briefs the Department, Congressional, and other international dignitaries orally and in writing on the INL-funded law enforcement programs in Kenya. Prepares documents for presentation to the U.S. Congress. Develops appropriate itinerary and accommodates official travelers, as necessary.� Ensures that the INL/Nairobi Office is effective in channeling and coordinating INL assistance to the governments of Kenya.� Establishes and maintains appropriate internal management control systems.� Ensures that INL programs are not subject to waste, fraud, or mismanagement. Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes.� Provides analysis and guidance in project budget preparation, and program planning. Conducts senior-level field surveys, evaluations, and special studies, as directed. When required, perform the role of Duty Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes at least 40 hours or more in grants management training that consists of PY260 � Federal Assistance Management (or distance learning courses PY472, PY474, PY476, and PY478). Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within� the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance is the US Embassy Nairobi, Kenya. The PSC will mainly work from Nairobi and will travel in and around Kenya as expected if the circumstances dictate and allow. RELATIONSHIP The INL Coordinator will report to the INL/AME Team Lead and the INL/Nairobi Director or his/her designate at U.S. Embassy Nairobi. S/he also will receive additional guidance from and liaise/coordinate with the INL Kenya program officer in Washington, D.C. The INL/Nairobi Director, or his/her designee, in Embassy Nairobi will provide yearly performance reviews to the relevant INL/AME Team Lead in Washington, D.C. to contribute to the candidate�s official yearly performance review. COMPLEXITY The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis and communicate well is essential in coordinating with other agencies/governments active in the fields of criminal justice sector reform, rule of law, and administration of justice, as well as with host government contacts.� PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATION U.S. citizenship with the ability to obtain and maintain Department of State Top Secret level security clearance, medical clearance, and ethics clearance (if applicable). Bachelor�s degree from an accredited institution. A minimum of seven (7) years of experience drafting complex, analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. A minimum of seven (7) years of experience of experience managing international development programs, to include design, monitoring and evaluation of programs, preferably in-country/in the field. Demonstrated experience developing criminal justice and security sector training programs.� Demonstrated experience working effectively with host-nation counterparts, departments, and ministries to further U.S. program objectives and to communicate any issues in a timely and concise manner. Demonstrated knowledge and experience within Africa on rule of law and/or law enforcement programs. Strong verbal and written communication skills. Proficient in Microsoft Office Suite.� Demonstrated experience in planning, strategizing, implementing and reporting on projects. Demonstrated ability to work within an embassy setting and communicate effectively with other U.S. agencies. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 2:�������� International Experience ��������������������������������������������������������������� (20 points) Demonstrated experience managing international programs (preferably in East Africa); to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
