Description
This Request for Information (RFI) is for market research purposes. DLA Energy (DLA-E) is seeking�information on industry capabilities/interest/potential commercial sources for Fuel Management�Services at FLC Norfolk Region, VA with five geographically separate fuel facilities at Craney Island,�Sewell's Point, Chambers Field, and Joint Expeditionary Base (JEB) Little Creek-Fort Story. These�services include receiving by tankers, barges, and pipeline shipments, maintaining, storing, sampling,�testing, additive injection, internally transferring, and issuance of petroleum products. Along with�operator/system maintenance and minor repairs of fuel facilities.�In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not�offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely�for information and planning purposes and does not constitute a solicitation for proposals. The�Government is neither negotiating nor calling for offers at this time. This announcement is an�expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award base on this RFI. Responses to this notice shall be�treated as information only. All responses received may be held for an extended period of time or destroyed. In no case will any�response be returned to the originator. DLA Energy will not provide reimbursement for costs incurred�in responding to this RFI, as all costs associated with responding to this RFI will be the sole�responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with�respect to any information submitted under this RFI. Responses to this RFI do not bind the�Government to any further actions related to this topic. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a�commitment by the government. Further, the government reserves the right to pursue any concepts that�may result from this action without restriction. CONCEPT OF OPERATIONS: DLA Energy is seeking information on the potential for receiving by�tankers, barges, and pipeline shipments, maintaining, storing, sampling, testing, additive injection,�internally transferring, and issuance of petroleum products. Along with operator/system maintenance and�minor repairs of fuel facilities in the area listed below. Please see �Facilities� section for storage amounts�and receipt/issue capabilities required. AREA OF CONSIDERATION: FLC Norfolk Region, VA BACKGROUND: Defense Logistics Agency - Energy currently uses the DFSP Norfolk contract vehicle to perform fuel management services in FLC Norfolk Region, VA for Government Owned-Contractor Operated (GOCO) Contract Sites, which consists of Craney Island, Sewell�s Point, NAS Chambers Field, and JEB Little Creek-Fort Story. DLA-E is contemplating a variety of fuel operations, maintenance management, small-medium-large business models, and any combination of contract location solutions to achieve these services. DLA-E is open to recommendations by the respondents as to the preferred site combination, individual locations, and arrangements to best achieve the services, to the extent that any such proposed solution is appropriate and applicable in view of all governmental policies and agreements. DLA-E is open to recommendations on whether sole contract arrangements should serve each individual fuel facility or combined fuel facilities (in various number combinations), or one central contract for the multiple locations, applicable to small, medium, and large business models. DLA-E is looking for solutions on procurement and maintenance of operational contractor vehicles (refueling, defueling, tanker trucks, general purpose, maintenance, and utility vehicles) that meet the requirements of DoD vehicles, and other government vehicles standards. DLA-E is open to solutions involving operator/system maintenance, and minor repairs of fuel facilities, government incidental property, and equipment (including piers, barges, small boats, pipeline, storage tanks, berms, canals, containment systems, gauges, pumps, valves, alarms, control valves, automated tank gauge system, pits, oil/water separator systems, fill stands, loading arms, tank trucks, vacuum trucks, laboratory equipment, etc.�.) �that meet the requirements of DoD, Unified Facilities Code (UFC) 3-460-03, and other government standards. CAPABILITIES SOUGHT: Operator /System Maintenance and Minor Repair requirements for all sites. Protect/segregate multiple grades of Military Specification product during all receipt/issue�operations. Environmental constraints/stewardship for both storage and receipt/issue. Lead-time required for establishing an initial capability and lead-time for a fully implemented�supply chain solution. Potential Industry alternatives (Example: Access to existing capability). Industry concerns, potential constraints associated with maintaining a ""warm"" industrial capability enabled to support rapid activation. Fulfil maximum or feasible daily, weekly-sustained delivery quantities of DoD owned fuel to/from storage facilities in the area of consideration. Methods for feasible product delivery via tankers, barges, pipelines, and delivery trucks for millions of barrels annually. Response times (upon DLA Energy notification) once capability is established. BUSINESS SENSITIVE, PROPRIETARY, OR OTHERWISE CONFIDENTIAL INFORMATION ��As information received in response to this RFI may be used to structure future solicitations, if your company chooses to submit any business sensitive, proprietary, or otherwise confidential information, it must be marked as proprietary or restricted data in the response. Information received from respondents will not be shared with any other respondent. Respondents will not be notified of the results of the market research. Response to this RFI is not required in order to respond to any future RFPs that may possibly follow. RESPONSES/QUESTIONS: Responses are requested no later than March 04, 2022 and along with questions should be directed to Contract Specialist, Mr. Oluseyi Olajire at oluseyi.olajire@dla.mil or (571) 767-6553 / (571) 363-7921 and/or Contracting Officer Ms. Ursula Waibel at ursula.waibel@dla.mil or (571) 767-2928 / (571) 474-5287 SUBMITTAL INSTRUCTIONS/REQUIREMENTS: 1. � Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status. 2. � Capability to provide qualified and experienced personnel, with appropriate clearances, if required. 3.�� Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO DFSP fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. 4. � Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement, and what percentage of work and type(s) of service would you perform? 5. � Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain in detail any experience your company has had interacting with labor unions. 6. � Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year multiyear contract at one or more locations, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? Please elaborate. 7. � What realistic phase-in period would you require to commence performance with personnel, equipment, and materials? 8. � Locations: Please indicate whether you are able to meet the entirety of the FLC Norfolk Region accumulative sites requirements or can only fulfil certain amount of individual location requirements. 9. � Describe any operational, regulatory, business restrictions, limitations, or incentives to your proposal. 10. Your Additional Information -- include any additional materials you would like us to review which may provide greater insights into either your business experience and attainments in any similar undertakings with local state or federal governmental entities).
