- Request for Proposal: �Appraisal Reports for FY2025 Fair Annual Rental Rates in New Jersey (Newark and Paterson) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number EQ2PT-22-0003 is being issued as a Request for Proposal in accordance with FAR Subpart 12.6 & FAR Part 13.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at https://www.acquisition.gov/far/. The associated NAICS is 531320 - Offices of Real Estate Appraiser and the applicable SBA Small Business Size Standard is $8 million and 50 employees. �Proposals will only be considered from vendors who are a Small Business in accordance with NAICS 531320 and the applicable size standard of no more than 50 employees.� See SBA Small Business Size Table. https://www.sba.gov/content/small-business-size-standards Requirement: Provide appraisal services to estimate the Fair Annual Rent (FAR) Rate for five (5) GSA buildings/facilities listed in New Jersey: Federal Building 20 Washington Place, Newark� Peter W. Rodino Federal Building, Newark� Martin Luther King Jr. Courthouse, Newark� Surface Parking Lot, Newark� Robert A. Roe Federal Building, Paterson� Included with this request for quotation is the following documentation, which is essential for the completion of the assignment: FAR Contractor Tools v6.80. FY2025 Consolidated Statement of Work. FY2025 FAR Appraisal Template. FY2025 FAR Contractor Instructions. FY2025 Building Inventory and Profile (available upon request) Scope of Work The contractor shall, for each subject building; (A) appraise Office space, Warehouse space, or both, for the Fair Annual Rent (FAR) Rate as outlined in these guidelines and instructions using the PDF files enclosed with your award package. One complete appraisal (workbook and narrative report) is required for each subject building within the unit. The �FAR Appraisal Form Report� must be filled out as appropriate, and conclude with a rent rate expressed as the FAR Rate per BOMA, Rentable Square Foot, and (B) appraise either, Indoor parking, Outdoor parking, or both, for the Fair Annual Rent Rate for Parking using the same workbook, and based on the guidelines and instructions that follows, to ultimately provide a parking rent rate, per space, per year for Indoor (Structured), and Outdoor (Surface) parking facilities. The FY2025 FAR Appraisal Form Report is composed of an MS Excel workbook and a MS Work file, which must be utilized and completed appropriately. Any other portion of the appraisal report, such as attachments, photo pages, map pages, and the like, must incorporated in the body of the appraisal report. The appraiser is expected to submit two (2) final signed and complete unbounded hardcopies of the report and a pdf version via email. Please refer to the attached documents for a full description of the requirement. Quotes must be submitted on company letter head signed by an authorized representative. Please include the firm�s DUNS number on the quote. Proposed prices must be valid for 7 days after the due date of the proposals. Evaluation Criteria: Price Only. The Period of Performance will be from Date of Award � 31 October 2022. Pages 5-7 of the Scope of Work contain more detailed information regarding the post-award timeline. Deadlines and Requests for Information The deadline for proposal submission is Thursday, 10 March 2022.� The deadline for Requests for Information (RFIs) is Thursday, 24 February 2022 at 12:00pm EST.� Buildling profiles are available upon request (please email the point of contact below) and will be transmitted in accrodance with CUI procedures.� Please also see the attached Wage Determinations.� Point of Contact All questions in response to this solicitation notice must be submitted electronically via email to Mary Brosnan, Contract Specialist at mary.brosnan@gsa.gov.
