Description
This is a combined synopsis/solicitation for commercial items / non-personal services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This is a Total Small Business, Disaster Area Set-Aside.� � Solicitation Number 70FBR622Q00000023 is issued as a Request for Quotation (RFQ) to fulfill a requirement for the Federal Emergency Management Agency (FEMA) Texas Integration & Recovery Office (TIRO) located at 12515-8 Research Blvd., Austin, TX 78759-2252 for document destruction services on a bi-weekly (every-other week) schedule.� The prospective contractor is expected to supply lockable shred bins, perform document destruction (shredding) every-other week, and provide document destruction certificates in accordance with the Statement of Work. (SOW). When disasters strike FEMA responds to help people before, during, and after disasters. The mission of the TIRO supports disasters throughout the state of Texas.� The TIRO is a steady-state office that require document destruction services on a continual basis but� may need to increase quantities, size of shred bins, and frequency of service on short notice in the event of a major disaster.� The TIRO may also require short-term document destruction services at field offices throughout the state of Texas as disasters are declared. �� Period of Performance: Target date of award is March 28, 2022 (Date of award will be provided in the purchase order.) Base ������March 28, 2022 through March 27, 2023 Option 1 March 28, 2023 through March 27, 2024 Option 2 March 28, 2024 through March 27, 2025 Option 3 March 28, 2025 through March 27, 2026 Option 4 March 28, 2026 through March 27, 2027 Technical Acceptability: Quotations must meet, at minimum, all requirements listed in the attached Statement of Work, (SOW), and are incorporated into this solicitation. (Attachment 1 - Statement of Work) Businesses residing within or primarily doing business in the DR-4332-TX Declared Disaster Area will be given preference and will be verified prior to selection. ��To be eligible as a local business within one of the declared disaster counties, a declaration of representation must be filled out and included with the quote package for consideration. �(Attachment 2 - Disaster or Emergency Area Representation) � FAR 52.226-3(b)- Disaster or Emergency Area Representation (Nov 2007); FAR 52.226-4 � Notice of Disaster or Emergency Area Set-Aside (Nov 2007; FAR 52.226-5 Restrictions on Subcontracting Outside Disaster or Emergency Area; FAR 52.212-3 � Offerors Representations and Certifications � Commercial Items (Oct 2018) Note- A positive response to questions proposed in Attachment 2 Disaster Area Set-Aside will only be considered.� Non-Responsiveness to the questions will be considered a �No Bid response�. DR-4332-TX Texas counties are:� Aransas, Austin, Bastrop, Bee, Brazoria, Burleson, Caldwell, Calhoun, Chambers, Colorado, Comal, Dallas, DeWitt, Fayette, Fort Bend, Galveston, Goliad, Gonzales, Grimes, Guadalupe, Hardin, Harris, Jackson, Jasper, Jefferson, Jim Wells, Karnes, Kleberg, Lavaca, Lee, Liberty, Madison, Matagorda, Milam, Montgomery, Newton, Nueces, Orange, Polk, Refugio, Sabine, San Augustine, San Jacinto, San Patricio, Tarrant, Travis, Tyler, Victoria, Walker, Waller, Washington, Wharton � Contractor must have an active registration in the System for Award Management (SAM) and have a valid Dun and Bradstreet number (DUNS) https://www.sam.gov. �DUNS must be included in quotation response. � Contractor must NOT have an active exclusion in the Exclude Parties List System (EPLS) and must not currently be listed on the list of parties excluded from Federal Procurement, or otherwise ineligible or debarred to receive an award. �� Delivery date shall be made by date of contract award, (target date of March 28, 2022) and/or as coordinated with Contracting Officer Representative (COR). Price will be evaluated for reasonableness based on the following criteria: Product: Offeror must provide locking shred bins IAW the SOW (65 gallon minimum), have the capability of rendering all documents unreadable and unrepairable as outlined in Controlled Unclassified Information (CUI) Notice 2019-02- Destroying Controlled Unclassified Information in Paper Form.� Link to document: CUI Policy and Guidance | National Archives Provide Certificates of Destruction documenting every shred bin for every shred occurrence. Delivery: Delivery and installation must be made by date of award or arranged with COR. Target delivery date is March 28, 2022. Price: Lowest price that meets all criteria. � Contractor must comply with all applicable Local, State, and Federal Labor Laws and Department of Labor Wage Determinations found at SAM.gov. �
