- Synopsis This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Agency in performing market research to�determine industry interest and capability. No proposals are being requested or accepted with this notice. THIS�IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS�NOTICE. Purpose In accordance with FAR Part 10, SSP is conducting market research to identify businesses capable of providing: Electronic Training Environment (ETE) non-personal technical support services in support of the development and maintenance of computer based self-paced and instructor-led Strategic Weapon System (SWS), Attack Weapon System (AWS), Nuclear Weapon System (NWS), and COLUMBIA Class learning content (courseware). Instructional System Design (ISD) services to develop Shareable Content Object Reference (SCORM) conformantand Integrated Learning Environment (LIE) -compliant training content. Extend and maintain the capabilities of theselected courseware development tool to implement effective integration with the Government-furnished Authoring Instructional Materials (AIM) tool.Description of Requirements Description of Requirements The Contractor shall be responsible for providing Instructional Systems Design (ISP) and Courseware Development (CD) for Sharable Content Object Reference Model (SCORM) conformant, Integrated Learning Environment (ILE) compliant Level II/III interactive Strategic Weapons Systems/Attack Weapons Systems/Nuclear Weapons Security (SWS/AWS/NWS) courseware. Additionally, the Contractor shall provide training materials design and direction to the Material Preparing Activities (MPAs) during storyboard development. This shall also include direct support to the Strategic Systems Programs Training Program Manager. Furthermore, the contractor shall provide integration tools for AIM (Authoring Instructional Material) Content Planning Module (CPM)/Learning Object Module (LOM), Seaware Learning Management System (LMS), Virtual Instructor Project (VIPr), Learning Analysis and Design (LEAD), and an Interactive Multimedia Instruction (IMI) development tool.� The functionality of the tools shall be to add automation to the process of pulling courses from AIM LOM and/or LEAD as a SCORM package and packaging all developed content into a Seaware ready SCORM package.� A breakdown of these tools is as follows: IMI Ingestion Tool� The SCORM package from AIM LOM or LEAD contains blended training including ILT, IMI, ILT Labs, and VIPr instruction.� The IMI Ingestion tool shall parse out all IMI sections from the SCORM package.� The tool will export this data into sections and frames in the IMI development tool, pulling media resources, text, and storyboard information into each page of content. Test Generator � This tool shall take the SCORM package from AIM LOM or LEAD and extract the test items into IMI Post-Test assessments.� This will act in a similar manner as the IMI Ingestion, except solely for developing IMI assessments.� The IMI assessments will test and grade each learning objective, reporting all interaction data to Seaware using SCORM 2004 standards. Reference Validator � Over the course of maintenance periods, IMI Publication and IETM references get modified frequently in AIM CPM/LOM or LEAD.� Prior to packaging for Seaware, this tool shall ensure all IMI references are up to date with the latest version of the course via the SCORM package export from AIM LOM or LEAD. Content Packaging Tool � When IMI content and assessments are fully developed, this tool shall prepare the course for Seaware LMS.� Its primary functionality shall be to build a SCORM manifest to incorporate the Instructor Led Training (ILT), ILT Labs, VIPr and IMI content to comply with Strategic Systems Project�s (SSP) sequencing and navigation business rules.� The output shall be a fully blended course ready for upload to Seaware LMS.�� The Content Packaging Tool must also be able to decipher courseware into Increments enabling a single AIM/LEAD course to be developed for multiple Increments. Gap Test Designer � Gap Tests are an integral part of SSPs curriculum.� They are supported by Seaware LMS.� This tool shall provide an interface for the contractor to design and build these Gap Tests.� The GAP tests are designed to evaluate a learner�s comprehension of previously completed training in the event a sailor has a break from the SWS/AWS/NWS environment for an extended period of time.� GAP tests must be able to communicate with the Naval Undersea Warfare Center (NUWC) extensions of SCORM to customize the test per learning objective that is dependent upon previously completed content. Capability Package Submittal Requirements Interested sources shall submit a capability package in Microsoft Word (compatible format) or PDF format that is restricted to no more than three (3) 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point. Packages are due no later than Friday, 11 February 2022, 1200 (EST) and shall be submitted via e-mail to Mamiko Jackson at mamiko.jackson@ssp.navy.mil. ALL submittals shall include the following information: --Company Administrative Information, including: --Company Name; --Company Point of Contact (email and phone) and Title; --Company Address; --DUNS No; and --CAGE Code -Under which NAICS code(s) do you currently provide similar services? -Identify your small business socio-economic status (if applicable). -Specifics addressing the subject matter expertise, capability, and experience with regard to the products and services described above. -Related past performance information. Facilities and US citizen personnel must have a Secret Clearance or higher, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify and store classified documentation. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the SAM.gov website for additional information pertaining to any potential acquisition and provide security clearances if necessary, to perform the statement of work (SOW).
