Description
Announcement Number: 1305M222Q00280 Project Title: NesSens Data Buoys, Solar Towers and Support Equipment The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Fondriest Environmental, Inc., using the procedures in FAR Part 13, to provide NexSens branded Data Buoys, Solar Towers and associated equipment. The Data Buoys and Solar Towers are used by the NOAA Center for Operational Oceanographic Products and Services (CO-OPS) to support oceanographic current monitoring systems, coastal surveys, and coastal environmental modelling. This specific equipment is the most suitable for use in operational deployments supporting mission critical maritime navigation and emergency response efforts, and are the standard systems for use with current standardized observatory systems. The systems support the National Current Observation Program (NCOP) and Physical Oceanographic Real-Time Systems (PORTS) applications. The current survey system helps to maintain a robust, reliable, and cost efficient network of coastal and Great Lakes observatories. The NexSens buoys and solar towers are used in ports and coastal regions to record oceanographic current information critical to tide predictions and coastal modelling conducted by the National Ocean Service and used by commercial shipping and recreational vessel operators, and are the standard systems used by CO-OPS for specific current measurement scenarios encountered during operations each year. Existing mounting hardware, data ingestion software, and data telemetry systems are designed to accommodate the specific buoy hardware and fittings. Modifications to these systems would require extensive engineering, design, and coding rework and would require significantly more budgetary and staffing resources to complete mission critical work. Fondriest Environmental, Inc. is the sole distributor in the U.S. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 1,250 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Randall Chatfield, randall.chatfield@noaa.gov All electronic correspondence shall have the subject line read: Announcement Number: 1305M220Q00280. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which may be considered by the agency if received on or before 12:00 PM EST on�March 11, 2022.
