Page 2 of 2 Page 2 of 2 36C24222Q0463 SPECIAL NOTICE NOTICE OF INTENT TO AWARD SOLE SOURCE HANDICARE PATIENT OVERHEAD LIFTS The Department of Veterans Affairs, Network Contracting Office NC02 in conjunction with the Western New York Health Care System Canandaigua VA Medical Center, 400 Fort Hill Ave. Canandaigua, NY 14424, Outpatient clinic intend to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 339113 with a small business size standard of 750 employees. The VA intends to solicit and negotiate with RAMPCOUSA, INC. for PATIENT OVERHEAD LIFTS. This contract will be a Firm Fixed Price sole source. Brand name Handicare is the provider that provides universal slings for the ceiling lifts. Handicare is currently installed at the Bath VAMC and the Calkins Road outpatient clinic. Procuring Handicare will standardize the VA Finger Lakes. Requirement is needed for Outpatient Activation. RampcouUSA is currently the sole veteran owned authorized vendor for the manufacturer Handicare. To avoid construction delays equipment must be fully compatible with current a site utilities and plumbing, no adjustments in constructions can be made without extreme impact on operations and finances. For equipment that will be used in the patient care vicinity, the resistance between the equipment chassis, or any exposed conductive surface of the equipment, and the ground pin of the attachment plug shall be less than .50 ohm. The leakage current flowing through the ground conductor of the power supply connection to ground of permanently wired equipment installed in general or critical care areas shall not exceed 10.mA (AC or DC) with all grounds lifted. Equipment must comply with standards outlined in both National Fire Protection Association Health Care Facilities (NFPA- 99) standard and the latest edition of The Joint Commission Comprehensive Accreditation Manual for Hospitals. Other persons may identify their interest by responding to this requirement by Wednesday, March 11th, 2022 at 5pm EDT. Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
