- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Cranial Surgery Tools Announcement No.: 36C24622Q0383 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price, open market for a commercial-of-the-shelf (COTS) reusable equipment for Medtronic USA, Inc Stealthshield system. This requirement is for 2 planar passive blunt probes, 4 passive cranial instrument frames, and 2 passive vertek biopsy kits. The tools will allow the system to optically track in navigated cranial surgery. The total estimated value is $41,455.40. Market research has been conducted and the equipment that is being requested is needed for surgical procedures set for 3/11/2022. In order to meet this procurement lead time, the Contracting Officer (CO) has decided to sole source to the manufacturer Medtronic USA, Inc. Any set-asides would require the CO would need an NMR individual waiver which would add weeks to the procurement lead time. This would not be in the best interest of the Government or to the Veteran patients we serve. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Durham VAMC. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
