Description
This Special Notice supplements and updates prior SAM.gov special notices issued by the Office of the Comptroller of the Currency (OCC), pertaining to safety protocols for federal contractors. OCC will continue to share any guidance or procedures via SAM.gov or through other appropriate means, including signage at its buildings and facilities. The Office of the Comptroller of the Currency (OCC) is providing updated guidance on its current and expected operating procedures applicable to Executive Order (EO) E.O. 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors; Safer Federal Workforce Task Force (Task Force) guidance (Guidance); Federal Acquisition Regulatory (FAR) Council; and Office of Federal Procurement Policy (OFPP). CURRENT PROCEDURES: Effective March 7, 2022, the OCC will only require masks for those federal/on site contractors who report they are unvaccinated or decline to share their vaccination status regardless of community transmission levels. Please monitor the �CDC COVID-19 Community Levels by County Map� using the attached link. The agency's existing procedure is for contractors visiting OCC buildings or facilities to show an attestation form indicating their vaccination status and/or test results. This information must always be available on the contractor�s person when occupying OCC space. If contractor employees visiting the building are not fully vaccinated, the contractor employee must show proof of a negative COVID test within the past 3 days, prior to entering OCC space. In the case of onsite badged contractors, the OCC requested that the contractors verify the vaccination status and/or negative COVID test within the last 3 days, of their employees, prior to entering OCC space. However, onsite contractor employees are still required to have the attestation form and/or negative COVID test on their person, as appropriate, should OCC officials request to view the information. The OCC does not collect this vaccination information from contractors.���� UPDATE: A federal judge has issued a preliminary injunction that temporarily blocks the Biden Administration�s coronavirus/COVID-19 vaccine mandate for contractors and subcontractors across the country. Therefore, until further notice, the OCC will not take any further action(s) to implement or enforce FAR clause 52.223-99, �ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021) (DEVIATION).� The OCC reserves the right to revise its safety protocols and procedures at any time to promote the health and safety of its workforce. � GOVERNMENTWIDE COVID GUIDANCE AND UPDATES OCC contractors are encouraged to continue monitoring the Safer Federal Workforce Task Force Guidance at http://www.saferfederalworkforce.gov/contractors/�and FAQs for any updates.
