Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Scienta Omicron for the purchase of a low temperature scanning tunneling microscope (LTSTM) tip preparation tool.� The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The proposed acquisition is in support of the projects, �Atomically Precise Devices� and �Towards Atomic Perfection: Artificial Dangling Bond Molecules for High Precision Single Atom Doping of Silicon�, in the Atom Scale Device Group/NDCD utilizing current scanning tunneling microscope (STM) lithography capabilities to fabricate nanostructure features and electronics.� The Nanoscale Device Characterization Division (NDCD) is implementing the capability for single atom manipulation on Si (100) surfaces using a low temperature (LT) STM, with the goal of achieving 100% yield perfect single atom doping of silicon.� The atomic-based laboratory in PML currently uses scanning tunneling microscope (STMs) in the process of fabricating atomically precise electronic devices based on the controlled placement of phosphorus atoms in silicon.� A Scienta Omicron low temperature STM (LTSTM) has been equipped in the lab for the purpose of achieving absolute single atom precision.� Proper operation of this instrument requires high quality, oxide-free metallic tips in ultra-vacuum (UHV).� It is common that an etched tip will acquire an oxide layer before being introduced into UHV and is therefore necessary to use some means to clean the tip in UHV.� The �LTSTM does not currently have a way to perform proper tip cleaning and it is therefore necessary to purchase a tip preparation setup compatible with our system. Because vacuum systems and associated equipment can differ significantly in terms of their geometries and engineering, a tool such as the proposed tip preparation setup for UHV e-beam heating must be designed to match the vacuum system equipment.� For this reason, it is standard practice for an STM manufacturer to provide a tip preparation tool that is only compatible with their own STM and vacuum equipment. The microscope to be used has a proprietary design that will not accommodate a tip preparation tool made by a company other than Scienta Omicron.� Additionally, the existing maintenance agreement with Scienta Omicron would not extend to another tip preparation tool whereas it will extend to their tip preparation tool. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. Eastern on March 28, 2022. �Inquiries will only be accepted via email to sean.dalenberg@nist.gov.� No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�
