- COMBINED SYNOPSIS/SOLICITATION W9127Q-22-R-0002 FOR TECHNICAL INSTRUCTIONAL SERVICES FOR SPECIAL OPERATIONS COMBATIVES PROGRAM (SOCP) TRAINING CLASS REGIONAL COUNTER-DRUG TRAINING ACADEMY (RCTA) NAVAL AIR STATION; MERIDIAN, MISSISSIPPI This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and the accompanying attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W9127Q-22-R-0002, is being issued as a Request for Proposals (RFP) using Contracting by Negotiations procedures from FAR Part 15. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-04, effective 30 January 2022, and the Defense Federal Acquisition Regulations (DFARS) updated 01 January 2022. The provisions and clauses incorporated into this solicitation are contained within this combined synopsis/ solicitation and within all attachments to the same. This procurement is being issued as a Total Small Business Set-Aside. The North American Industrial Classification System Code is 611699 with a standard size of $12,000,000.00. The Government contemplates an award of a Firm Fixed Price (FFP) contract for instructional services for one (1) base year and four (4) twelve-month option periods resulting from this solicitation. Contractor shall provide Technical Instructional Services for Special Operations Combatives Program (SOCP) under the accompanying Performance Work Statement (PWS) Attachment 6 and Contract Line Items and quantities. Use the Proposal Submission Form, Attachment 2A, to provide your offering. CLIN 0001- Technical Instructional Service for the SOCP Instructor Classes, Base Year (Period of Performance: 05/01/2022-04/30/2023), Quantity/Unit of Issue: 1 EACH, Firm Fixed Price (FFP) CLIN 1001- Technical Instructional Service for the SOCP Instructor Classes, Option Year One (1) (Period of Performance: 05/01/2023-04/30/2024), Quantity/Unit of Issue: 1 EACH, Firm Fixed Price (FFP) CLIN 2001- Technical Instructional Service for the SOCP Instructor Classes, Option Year Two (2) (Period of Performance: 05/01/2024-04/30/2025), Quantity/Unit of Issue: 1 EACH, Firm Fixed Price (FFP) CLIN 3001- Technical Instructional Service for the SOCP Instructor Classes, Option Year Three (3) (Period of Performance: 05/01/2025-04/30/2026), Quantity/Unit of Issue: 1 EACH, Firm Fixed Price (FFP) CLIN 4001- Technical Instructional Service for the SOCP Instructor Classes, Option Year Four (4) (Period of Performance: 05/01/2026-04/30/2027), Quantity/Unit of Issue: 1 EACH, Firm Fixed Price (FFP) Proposal prices for CLINs 0001, 1001, 2001, 3001, and 4001 shall be firm fixed price (FFP) and inclusive of all labor, materials, travel, supervision, and associated services required to perform the training described within the Performance Work Statement (PWS). The Service Contract Act applies to this acquisition. Reference Attachment 5 Service Contract Wage Determination No. 2015-5169, Rev. No. 17, 27 December 2021, for the wage determination for Lauderdale County, MS that is applicable to this acquisition. The contractor shall refer to Attachment #1, �Solicitation Provisions and Clauses� for the clauses and/or provisions applicable to this RFP. Please note that the following provisions/clauses are applicable to this RFP as noted in Attachment #1, either by full text or incorporated by reference, the same being 52.212-1; 52-212-2; 52-212-3 with Alternate I; 52.212-4; and 52.212-5. The contractor shall refer to Attachment #2, �Proposal Submission Requirements,� for a description of the past performance and technical document submissions that are required with the proposal package. Attachment #2A, �ATTACHMENT 2A Proposal Submission Form RCTA- SOCP� is provided for submission of pricing information. The contractor shall also refer to Attachment #3-Evaluation Criteria for the evaluation criteria that will be used to evaluate and rate each submitted proposal. It is the Government�s intention to award without discussions. Proposals are due at 2:00 p.m. local (CST) time on Friday, 25 March 2022 USPFO for Mississippi, Purchasing and Contracting, ATTN: Davis, Scott and Anguizola, Lisa 144 Military Drive, Flowood, MS 39232. Mailed proposals shall be sent using a trackable delivery method. Notification of delivery may be sent via e-mail to davis.c.scott2.civ@army.mil or lisa.d.anguizola.civ@army.mil Facsimile proposals will not be accepted. Contractor is responsible for following up to ensure proposals are received in the USPFO P&C Office by the due date/time stated above. Proposals must include a statement that pricing is valid for at least 90 days after proposal�s closing date/time. All questions must be submitted in writing (email Preferred) to the e-mail addresses identified for receipt of proposals. Questions can be submitted no later than 4:30 p.m. local (CST) time on 21 March 2022 (4 days prior to close date/time).
