Description
Background: Marine Corps Forces Command (MARFORCOM) requires the development and delivery of a career transition program that is specifically designed to meet the unique needs and concerns of retiring senior U.S. Marine Corps officers and Senior Staff Non-Commissioned Officers. The level of instruction must be tailored and appropriate for the audience; thoroughly preparing participants to successfully enter the civilian labor market. The information presented shall be current and continually updated to remain leading edge. Scope of Work: Conduct three (3) separate on-site training seminars, each five (5) days in length, for up to fourteen (14) participants and their spouses* per class. This training is to assist and prepare senior military and their family with the transition from military life to civilian careers. Training should incorporate: formal group instruction at least one-hour (for each participant) individual counseling sessions between the member, their spouse* and the trainer 30 days of availability for participant follow-up counseling via phone consultation post� instruction. Formal training should incorporate and address the following elements and topics which should be tailored to the target audience. Discussion of the current job market Case studies Lessons learned from other senior military Establishing personal goals and objectives Resume writing and portfolio preparation Presentation skills Contact development and networking Job interview process Negotiating compensation hmovative marketing techniques The role of social media Campaign plan/control and organization Useful resources (publications, internet, etc.) Hiring hurdles and realities for military personnel How to be successful in job hunting Appropriate business attire * Spouse/partners of seminar participants will be invited and encouraged to attend all seminar sessions; however, the contractor is under no obligation to provide seminar materials to spouse/partners who attend, nor are they to be counted as formal participants. The Government bears no financial obligation to fund the participation of the spouse/partner of authorized attendees. -One-on-one counseling sessions should provide resume and self-assessment feedback and provide participants a forum to ask additional questions. -The parameters for post-instruction telephone counseling will be determined through mutual agreement between the participants and contractors (i.e. appropriate hours for calling, length of calls, and window of availability will be clearly defined during the group sessions and reiterated in the one-on-one sessions). Target Audience: The target audience is senior military staff of rank 0-5 or above for officers and E-8 and above for senior enlisted who are within 12-18 months of retirement and who are interested in post� retirement employment. To the extent space is available, this course might also be useful for senior civilian employees (GS-13 and above) nearing retirement and seeking post-retirement employment. Experience: � � � � �Minimum Primary Instructor requirements are as follows: Shall be present during entire seminar Shall have a Master's Degree in any subject area Shall have a minimum of three years experience counseling flag/general officers or senior corporate executives specifically related to out-placement services Shall have served as a senior U.S military officer (0-5 or higher, active or reserves) Shall have a minimum of ten years active duty military leadership experience Shall have a minimum of five years experience as a senior executive in a public or private corporation Shall have current ties to public or private corporations to ensure subject matter presented is up to date Minimum Alternate Instructor requirements are as follows: Shall be present during the entire seminar Shall have a Bachelor's Degree in any subject area Shall have a minimum of three years experience counseling flag general officers or senior corporate executives specifically related to out-placement services Shall have served as a senior U.S. military officer (0-5 or higher, active or reserves) Shall have a minimum of ten years military leadership experience (active or reserve) Shall have a minimum of five years experience as a senior executive in a public or private corporation Shall have current ties to public or private corporations to ensure subject matter presented is up to date Loca tion, Building Access, and Performance Schedule: All training will be conducted virtually utilizing the zoom teams meeting format � � � � �course shall be conducted according to the following schedule: 18 Apr - 22 Apr 2022/ 20 Jun- 24 Jun 2022 / 25 Jul- 29 Jul 2022
