Description
This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes only. No quotes are being requested or accepted at this time with this notice. The Department of Veterans Affairs, James E. Van Zandt VA Medical Center located in Altoona, PA has a requirement for Patient Elopement System. Potential Sources shall respond with their ability to provide these services as outlined in the draft Statement of Work (SOW) The North American Industry Classification System (NAICS) code being considered for this procurement is 334111: Electronic Computer Manufacturing (PSC): N063 Installation of Equipment Alarm, Signal, and Security Detection Systems. Responses to this notice should include the following: Company name Data Universal Numbering System (DUNS) number Company s address, Point of Contact information title, phone number and email address Company s detailed Capability Statement Shall detail companies abilities to meet this requirement and any pertinent information which demonstrates that ability Provide GSA Federal Supply Schedule (FSS) contract number, NASA SEWP contract number, or other applicable contract vehicle contract number, if within scope of this effort (if applicable). Provide SAM Registration Verification Provide VIP verification provided, if applicable Provide Company s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in www.VetBiz.gov. Draft STATEMENT OF WORK Patient Elopement Prevention System James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602 VA Patient Elopement Prevention System for Community Living Centers (CLC-5 and CLC-6), Inpatient Ward (4Med), and Urgent Care Center (UCC) Contents 1. System Efficacy Management 10. Patient Elopement System Planning 11. Implementation Planning 1. Background The VAMC Altoona needs a replacement system to update the Patient Elopement System. Our current system and software are dated and are no longer functioning to the standards required for proper Patient Elopement. Altoona VAMC will require a new and modern updated technology to care for the Veteran patients properly and safely in our Community Living Centers (CLC), Urgent Care Center (UCC), and inpatient ward (4Med). 2. Scope The Contractor shall provide, host and deploy Patient Elopement System across the VA enterprise including the following areas: Community Living Centers (CLC-5 and CLC-6), Urgent Care Center (UCC), and Inpatient Ward (4Med). The Contractor shall develop and maintain interfaces as required to meet Patient Elopement System solution requirements. The Contractor shall deploy Patient Elopement System to all applicable locations (three (3) elevators and three (3) stairwells) that interconnect the upper floors (both CLCs and 4Med) as well as the four (4) doors to the UCC. The Contractor shall support the Veterans Health Administration (VHA) revenue cycle reporting, business intelligence, data analysis, and new employee/continuing education training activities and system optimization. Door controllers, door keypads, and door contacts are required. Three (3) elevator controllers, three (3) elevator keypads, and three (3) elevator contacts are required. Supplies needed to be initially delivered will be one-hundred thirty (13) patient tags and straps, three (3) patient tag tool for both sizing and removal, a management software or hardware solution (fully functioning three (3) workstations needs provided if hardware) that consistently and reliably allows patient tag configuration on any one of three (3) given floors at a time, three (3) tag detectors, . If software solution only, it must be Technical Reference Manual (TRM) approved through the US Government Office of Information Technology, and client software licenses must be provided. A five (5) year support and maintenance plan is required. The floors details are as follows: CLC-5 and CLC-6, the entire fifth and sixth floors of the medical center respectively, cover 14,077 square feet (SqFt) each, with twenty (20) patient rooms each. 4Med, the entire fourth floor, covers another 14,077 SqFt and up to sixteen (16) patient rooms. Finally, the UCC, located on the first floor, is 4,217 SqFt with six (6) patient bays and four (4) patient rooms. Altogether, there are 46,448 SqFt that need coverage. The solution provided by the Contractor must integrate to the Fire Alarm System. Based on a site survey the medical center had conducted, it is deemed that only BlueTooth technology will be sufficient in reducing interference to allow reliable and efficacious signaling for the least number of detection failures and timeouts. 3. Hours Of Work Hours of work shall be in accordance with Biomedical Engineering tour of duty, 8:00 AM to 4:30 PM EST, Monday through Friday. 4. Place Of Performance The place of performance shall be the James E. Van Zandt VA Medical Center (JEVZ VAMC, Altoona VA) at 2907 Pleasant Valley Blvd, Altoona, PA 16602. 5. Project Management The Contractor shall provide Patient Elopement System Project Management, monitoring and analysis, strategy, enterprise architecture and planning support on an enterprise or individual task order level. 6. Project Management Support The Contractor shall provide project management support to accomplish the administrative, managerial, logistical, integration and financial aspects specified in the overall program as well as in individual task orders (TOs). The Contractor shall identify an individual as the primary contact point for all project issues/concerns/status. The primary POC shall be empowered to convey decisions from the Contracting Officer regarding the Patient Elopement System solution. The Contractor shall support project management functions and reporting which include, but are not limited to: a) Project Planning b) Schedule Management c) Site Deployment Tracking d) Financial Management e) Quality Management f) Resource Management g) Requirements Management h) Communications Management i) Project Change Management j) Organizational Change Management k) Risk Management l) Configuration Management m) Performance Management n) Value Management o) Knowledge Management p) Governance q) Security 7. Strategy and Planning The Contractor shall provide services that facilitate strategic decisions for VA s implementation of Patient Elopement System. This includes conducting a systematic assessment of the Patient Elopement System installation and supporting systems and processes to provide strategic recommendations on key considerations: a) Patient Elopement System architecture and installation b) Deployment strategy c) Site preparation requirements d) Interface and wireless reception requirements e) Compliance with applicable security requirements f) Network requirements g) Additional hardware and software requirements h) Workflows i) Training (both for end users and for biomedical engineering maintenance staff) and change management j) Configuration management k) Risk management l) Performance metrics m) Applicable governance requirements n) Usability o) Validation of all aspects of the Patient Elopement System 8. Technology Refresh and Configuration Reviews The Contractor shall perform technology refresh and configuration reviews to include any structure or process for realizing innovations that provides for business or technical changes. Technology refresh ensures new innovations are reviewed and adopted as required throughout the period of performance (PoP) of this contract. 9. System Efficacy Management The Contractor shall support data aggregation, normalization, standardization, and syndication. The Contractor shall: a) Perform an analysis of floors and best method to keep them safety from Patient Elopement events. b) Actively participate in joint governance for planning, strategy, and tools for prevention. c) Propose approaches for floor planning. d) Propose a methodology for deployment. e) Plan an approach to ensure operational integrity. f) Establish an analytic and reporting strategy that includes an analytic and reporting environment. 10. Patient Elopement System Planning The Contractor shall support Patient Elopement System implementation to support seamless care and to ensure operational integrity. The Contractor shall: a) Develop a plan that provides an understanding of the Patient Elopement Solution implementation i. The plan shall describe the approach specific to Altoona VA needs and layout. ii. The plan shall account for key physical security along with other relevant systems (fire alarm integration) and outline a strategy to make that viewable and actionable. b) Plan and document the elopement system modernization and integration mechanism and processes along with mapping to standards associated with all applicable federal regulations and governing bodies. 11. Implementation Planning The Contractor shall: a) Deliver an Implementation Plan that defines the Contractor s plan for deployment, training, change management, and sustainment of Patient Elopement System to the VA. b) Brief VA Patient Elopement System management on, at a minimum, the following information: i. Deployment strategy ii. Change management approach iii. Five-year (5-year) fully support and maintenance a. Patient Elopement System User Role definitions b. The availability of Patient Elopement System user workflows c. Level of Effort estimate to provision all Patient Elopement System users during transition d. Level of Effort estimate to provision new users and maintain end user permissions post transition iii. Training approach iv. Sustainment and helpdesk approach a) Propose recommended change management activities for the most efficient and effective change management support of Patient Elopement System in the Weekly Progress Report i. Execute such activities upon Government approval b) Participate in VA Patient Elopement System business process reengineering discussions and advise or present industry leading practices, processes, and workflow c) Conduct a comparative analysis between the Patient Elopement System solution-inherent workflows and the As-Is organizational business processes and provide recommendations on process re-engineering, change management and product configuration d) Provide Business Process Workflow Diagrams and Role Definitions that define business and clinical workflows and describe functionality, improved efficiency, how meaningful use has been achieved, and establish Patient Elopement System user role definitions e) Provide a Role Assignment Identification Document that maps user roles to Patient Elopement System roles.
