Description
This notice is for market research purposes only and is not a request for proposals (RFP) and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. This notice is open for responses from both small and large businesses. Responses will be used to determine if this requirement, or a portion of this requirement, can be set-aside for small businesses. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank responses or provide any reply to interested businesses and responses will not be returned. 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers, Huntsville Center�s (CEHNC) intent is to solicit and award a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contacts (MATOC). The task orders under this solicitation will be contracts as Firm Fixed Price (FFP) based on the requirements of the Performance Work Statement (PWS) to perform Energy Savings Performance Contracts (ESPC). Any contracts awarded are being procured in accordance with (IAW) Federal Acquisition Regulations (FAR) 15. The United States Army Corps of Engineers anticipates awarding a MATOC with one 5-year base and one 5-year option period for a total of ten years. The shared capacity by all awarded contracts is estimated to be $1.5Billion dollars. The Government is gathering information to assist in determining an acquisition approach for the above listed services. As a result, the Government is performing market research in order to determine what business, small or other than small, possess the capability to execute some of the requirements within this acquisition. 2. PROJECT INFORMATION: CEHNC�s Contracting Directorate is seeking information from interested contractors who can provide energy & water conservation measures, energy resilience and security, and renewable energy production measures to installations.�This procurement supports Department of Defense (DOD) efforts to meet mandated energy�savings by the timeframes established in the Energy Policy Act of 1992 and its subsequent policy�amendments and directives in pertinent Executive Orders.
