Description
THERE IS NO SOLICITATION AT THIS TIME. This request is for information only and does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred associated with this request for capability information. The U. S. Department of Veterans Affairs (VA) is seeking information about space availability to lease sufficient Rentable Square Footage (RSF) of real property space to yield up to approximately 12,013 Net Usable Square Feet (NUSF) in Crawford County, Erie PA for use as a Community Based Outpatient Clinic (CBOC). Space must be contiguous, outside 100-year flood plain, and VA prefers space located on the first floor; space must be accessible by elevators if not on first floor. The Department of Veterans Affairs will consider existing space that complies with all current building, seismic, and ADA code requirements. On-site, dedicated parking for 75 vehicles is required. Delineated Area: Space within or fronting on the following boundaries will be considered: North: Area in and abounding the intersection of State Highway 98 and West Road. Heading east on West Road to the intersection of Grange Center Road, heading south on Grange Center Road to the intersection of Grange Center Road and Gospel Hill Road. Heading north and then east on Gospel Hill Road to the Borough of Venango and the intersection of Gospel Hill Road and US Highway 6 and 19. Follow US Highway 6 and 19 east and then north to the Borough of Cambridge Springs. At the intersection of US Highway 6 and 19 and Church Street, heading east on Church Street which turns into State Highway 408 and follow to State Highway 77. South: Area in and abounding the corner of State Highway 27 and State Highway 173. Heading south on State Highway 173, then west, then south again to the Borough of Cochranton. Follow State Highway 173 which becomes Adams Street in the Borough of Cochranton and turns again into State Highway 173 to the intersection of State Highway 173 and State Highway 285. Heading west, follow State Highway 285 to the Borough of Conneaut Lake. East: Area in and abounding the corner of State Highway 408 and State Highway 77, heading west on State Highway 77 and then south on State Highway 408 again. Continuing south on Maplewood Road to the intersection of State Highway 198. Heading south on State Highway 198 to the intersection of State Highway 27. Follow State Highway 27 west to the intersection of State Highway 173. West: Area in and abounding the corner of State Highway 285 and U.S Highway 6/ Conneaut Lake Road, heading east on U.S. Highway 6/ Conneaut Lake Road to the intersection of State Highway 18. Heading north on State Highway 18 to intersection of Harmonsburg Road. Heading east on Harmonsburg Road to the intersection of Harmonsburg Road and South Norrisville Road. Heading north of South Norrisville Road which turns into Rundeltown Road, follow Rundeltown Road to the intersection of State Highway 98. From intersection of Rundeltown Road and State Highway 98, heading north on State Highway 98 to the intersection of West Road and State Highway 98. SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vetbiz.va.gov and have the technical skills and financial capabilities necessary to perform the stated requirements. Only SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. SDVOSB and VOSB firms may provide a Capabilities Statement if they are interested in participating in this project. A submission checklist and information sheet is provided below for firms to fill out and submit, which will serve as the firm s Capabilities Statement. Capabilities Statement Will Include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Evidence of ability to offer under NAICS Code 531120 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; 4. A summary describing up to three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing Federal leased facilities or health care facilities relevant to the project described above. (3-page limit); 5. Evidence of capability to obtain financing for a project of this size. If desired, the company may also submit a narrative describing its capability. Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. Expressions of Interest must be submitted to the Lease Contract Specialist by 12:00 PM EST March 4, 2022 and must include the following information: Building name, address and location of available space Amount of offered space in Rentable Square Feet (RSF) and Net Usable Square Feet (NUSF) Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property Amount of parking available on-site The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
