2023 CONGRATULATIONS SET SET - REQUEST FOR INFORMATION 1.0��� PREFACE The United States Mint is seeking comments from industry on the United States Mint Draft 2023 Congratulations Set Statement of Work (SOW) for the 2023 Congratulations Set. The United States Mint is issuing this Request for Information (RFI) for the sole purpose of conducting market research, and seeks to obtain comments, questions and suggestions on the draft SOW document (Attachments/Links). Please note that this is being requested for information and planning purposes and submission of a response to this RFI will not result in an award of a contract. The United States Mint, at its sole discretion, may choose to incorporate comments and suggestions for upcoming requirements. The United States Mint may not answer every question submitted under this RFI, and may use the questions to help better define requirements for use in the final SOW. Contractor Submission: The United States Mint requests that contractors respond by provided a capabilities statement that demonstrate how the company is suitable to meet the requirements in the Draft SOW along with a proposed delivery production time line. Below please find general background and history, scope and notice of the federal procurement process as it relates to the 2023 Congratulations Set. The draft SOW (Attachments/Links) is attached to this notice as a separate document.� Please note you will not be reimbursed for any expense(s) to reply to this announcement. 2.�BACKGROUND/HISTORY The United States Mint was created by Congress in 1792 and became part of the Department of the Treasury in 1873. It is the Nation's sole manufacturer of legal tender coinage and is responsible for producing circulating coinage for the Nation to conduct its trade and commerce. The United States also produces numismatic products, including proof, uncirculated, commemorative coins and medals; as well as precious metal bullion coins. The US Code Title 31, section 5112 allows the Secretary of the Treasury (and the United States Mint) to mint and issue American coin legal tender in a variety of denominations. Products using coins to commemorate an event are referred to �Occasion Sets�. The Mint is seeking production of packaging in support of the Occasion Set product line, Congratulations Set in the 2023 product year. �3.0��� SCOPE The purpose of this RFI is to Broaden Contractor Base for the 2023 Congratulations Set Production.� For a full scope of the 2023 Congratulations Set requirement please see the SOW in the Attachments/Links section. �4.0 �� FEDERAL PROCUREMENT PROCESS Although the United States Mint is a bureau of the Department of the Treasury, in accordance with 31 U.S.C. � 5136, provisions of law governing the procurement or public contracts are not applicable to the procurement of goods or services that are necessary for carrying out United States Mint programs and operations. The intent and effect of the provision is to afford the United States Mint the flexibility to operate in a business-like fashion.� Nonetheless, many of the same fundamental principles of federal procurement that apply to other federal agencies still apply to procurements conducted at the United States Mint and accordingly United States Mint contracts must include certain provisions that may not be familiar to vendors who do not typically do business with the government.� In addition, some provisions that may be standard in commercial contracts (such as provisions requiring the United States Mint to indemnify the vendor, or provisions requiring the United States Mint to submit to the jurisdiction of any state court) are unsuitable for United States Mint contracts.
