- Page 2 of 2 NOTICE OF INTENT TO SOLE SOURCE 36C249-21-AP-3226 On behalf of the Tennessee Valley Healthcare System, the Murfreesboro Campus of the Veterans Affairs Medical Center has a requirement that the Office of the Network Contracting Office (NCO) 9 is issuing this Intent to Sole Source. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The Department of Veterans Affairs intends to award a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The prospective contractor shall a full-service maintenance and rebuild contract on the Caterpillar G3520C Generator Set and associated radiator system located in Bldg. 16 at 3400 Lebanon Pike, Murfreesboro Tennessee, 37129. The base year period of performance for this requirement is from December 1, 2021 through November 30, 2022 with succeeding years from December 1, 2022 through November 30, 2026. The Contractor will perform the generator set maintenance work during normal hours. Hours of work shall be from 7:00 am to 3:30 pm, Monday through Friday, excluding federal holidays. The Contractor is required to schedule the equipment shut down for maintenance with the COR or alternate COR prior to starting any maintenance on the generator set and ensure communications with the on-duty boiler plant operator. This contract does not include any requirements for emergency call backs on the CoGen plant or payment for any overtime hours. The Caterpillar G3520C, Serial # GZL00146 Generator set is a natural gas fueled engine that has very strict maintenance requirements for continuous and reliable operation, the plant has been in operation over five years and has logged 29,500+ hours of operation, the generator set has been under a service contract with Thompson Power/Caterpillar. The generator sets purpose is to provide primary electrical power and steam to the facility to reduce the cost of the electrical utility and increase utility efficiency, it does work. The engine will have an in-frame overhaul staring October 2021 and will be under a 1-year warranty by Caterpillar. The engine requires maintenance at the manufacturers specified intervals to ensure proper operating characteristics as well as continuation of the servicing contractor s warranty. Maintenance is of utmost importance for reduced operational cost and to ensure the longevity of the generator set s life expectancy. The contractor is to provide manufacturer s authorized/certified service technicians, transportation, equipment, maintenance parts, materials, specialty tools and supervision to provide the manufacturer s required maintenance services to ensure proper and continuous operation of the Caterpillar G3520C generator set, radiator system and auxiliary systems connected to the engine. Daily checks will be performed by VA boiler plant employees. This maintenance contract is to include all items required to be checked, inspected, measured, tested, serviced, or replaced at defined intervals in the manufacturer s service manual, SEBU7681-16 dated November 2010 and will include any manufacturer s updated requirements. This contract will include the following requirements not fully specified in the Caterpillar service manual: maintenance free battery replacement on or before 24-month installation/replacement anniversaries, 1000-hour equipment run time/service interval exterior cleaning the radiator system of accumulated dust and debris, inspection of fluid level indicators and fluid replacement as needed, lubricating fan bearings and fan belt inspection and replacements. radiator interior flushing, coolant replacement, accessory drive belts and all coolant system hose replacement, thermostats and gaskets, radiator caps at/or before 5-year recommended intervals. The contractor is to provide all parts, materials, and labor for 1 (one) standard top end overhaul, 10,000-20,000 service hours or multiples thereof 1 (one) out of frame overhaul (including top end overhaul) within the manufacturers recommended service hours during the 5th year period of this service contract(option year 4). The contractor shall provide labor, transportation, tools, parts, and materials to rebuild or replace some serviceable parts as described in the requirements section of the Statement of Work (SOW). Parts found during the overhauls considered to be defective or worn that are not included in the recommended overhaul procedures or specified in the requirements section below will be paid for under a repair purchase order and are not the contractor s financial responsibility to replace under this agreement. The contractor will provide a list of parts the manufacturer requires to be replaced under the overhauls for clarification of the top end, in frame and out of frame rebuild requirements. NCO 9 intends to award this requirement as a sole source purchase order under the provision of Federal Acquisition Regulation (FAR) 6.302-1 to Thompson Machinery Commerce Corporation Caterpillar. Based on market research, the required equipment and services can only be purchased from Thompson Machinery Commerce Corporation Caterpillar. Therefore, the sole source award to Thompson Machinery Commerce Corporation Caterpillar is in the best interest of the government. The North American Industry Classification System (NAICS) code for this requirement is 811310 with the size standard of $8 million. This notice of intent is not a request for proposals or quotes. Any vendor who believes it can meet the requirement as stated herein may submit a response, which will be considered only if received by 27 August 2021 at 5:00 pm CT. Responses to this posting must be in writing and submitted to john.mcdaniel1@va.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.
