N0016422SNB45 � SOURCES SOUGHT � Evaluation, Repair, and Maintenance of Battery Test Systems � PSC J059 � NAICS 811219 Issue Date: 07 March 2022 � Closing Date: 21 March 2022 � 2:00 PM EST The Government is issuing this sources sought announcement as part of market research/market survey for diagnostic evaluation of failed parts and power modules, repair of parts and power modules, on-site maintenance of systems, parts and power modules, on-site calibration, and on-site training services of systems associated with all of the NH Research Battery Test Systems in Power and Energy Systems Division (JXM) at NSWC Crane.� Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to NH Research, Inc. (16601 Hale Avenue, Irvine, CA 92606). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.�� The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities to provide diagnostic evaluation of failed parts and power modules, repair of parts and power modules, on-site maintenance of systems, parts and power modules, on-site calibration, and on-site training services of systems associated for all of the NH Research Battery Test Systems in Power and Energy Systems Division (JXM) at NSWC Crane. All responsible sources may submit a capability statement, product literature, or other pertinent information, such as a description of their similar battery systems. The capability statement shall address how the responsible source will overcome the time delays and duplication of cost. All responses will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Responses to this sources sought or questions may be submitted to the Technical Point of Contact any time prior to the expiration of this announcement with a copy to the Contracting POC. Interested vendors should provide information regarding this announcement no later than 2:00 PM EST on or before 21 March 2022 to Naval Surface Warfare Center, Crane Division. ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for diagnostic evaluation of failed parts and power modules; repair of parts and power modules; on-site maintenance of systems, parts and power modules; on-site calibration; and on-site training services of systems associated with all of the NH Research Battery Test Systems in Power and Energy Systems Division (JXM) at NSWC Crane. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, NH Research, Inc. (16601 Hale Avenue, Irvine, CA 92606) under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is being sole sourced because NH Research is the only source that can meet the Government�s requirements without unacceptable delays or substantial duplication of costs. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
