- N0016422SNB38 � REQUEST FOR INFORMATION (RFI) � NULKA MK 234 SUSTAINMENT & ENGINEERING SERVICES � PSC 5865/J059 � NAICS 334511 Issue Date: 03/7/2022 � Closing Date: 04/6/2022 � 3:00 PM EDT In accordance with Department of Defense FAR Supplement (DFARS) 205.205-71, the Government is issuing this RFI/sources sought announcement as part of the market research required for the establishment of a 5-year Basic Ordering Agreement (BOA) in support of the Nulka MK 234 program. Currently, the Government plans to award the BOA on a sole source basis to BAE Systems Australia Limited (Registered Office: Level 2 Evans Building Taranaki RD Edinburgh Parks 5111, Australia | CAGE Code: Z3522). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.� The basis for restricting competition is the lack of Technical Data Package, Intellectual Property, and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delay necessitated from developing any other source. The Government is seeking information from companies mitigating the sole source basis listed above. Services under this BOA will support the sustainment and advancement of the Nulka MK 234 Electronic Decoy Cartridge program at the Naval Surface Warfare Center, Crane Division (NSWC-CR) located in Crane, Indiana. The Government anticipates that Job Orders (JO) under this BOA will be awarded (mainly refurbishments and parts � applicable to Product Service Code (PSC) J059 and others per requirements). JO for engineering support services (applicable to PSC H959 and others per requirements) will be awarded as needed. �Additional detailed guidance will be provided and implemented as required by specific job orders awarded under this BOA. Services sought under this BOA include the following: Engineering Technical Support Logistics/Configuration Management Maintenance, Refurbishment, and Repair Requirements Development Research and Development Safety and Security Software Engineering Spares, Parts, and Supporting Equipment Technology insertion and Integration Test and Evaluation (T&E) Training support Engineering Technical Support Provide qualified engineering technical service support as delineated by the requirements specified in the individual job order.� Engineering technical services will include, but not be limited to: a)�������� Assistance during Navy testing b)�������� Conduct of training c)�������� Device checkout d)�������� Identification of problem areas e)�������� Installation of parts and interfaces f)��������� Failure analysis g)�������� Surveillance activities h)������� Technical Interchange Meetings i)��������� Troubleshooting � Logistics/Configuration Management Support include, but not be limited to, tracking of assets, preparation of reports, logistics plans and procedures, shipment of Nulka MK234 assemblies, supporting equipment, and supplies, configuration management and control, trend analysis, and organizing and hosting meetings at the Contractor�s site and/or ensuring attendance of appropriate contractor personnel at meetings at other locations, as required by the job order. Maintenance, Refurbishment, and Repair Perform maintenance, refurbishment and repair of Nulka MK234 assemblies and test equipment or as specified in the job order. Requirements Development Develop and analyze Nulka MK234 system and subsystem requirements for new and existing subassemblies, components, software, and test equipment � or as detailed in the job order � including product assurance and safety requirements.� Perform requirements analysis to assess the performance of existing and new Nulka MK 234 subsystems and test equipment relative to established requirements to enhance design engineering, reviews, and integration and test activities. Research and Development Perform trade studies, engineering and technical analyses, modeling and simulation, conduct design engineering and develop prototypes (including hardware, software and firmware) for the support and advancement of the Nulka MK 234 system, subsystems, supporting test equipment, tools, jigs, and fixtures; or as delineated by requirements specified in individual job orders issued under this BOA.� Prepare Technical Data Packages for designs and design changes, update as-built configuration lists (as required) and present as developmental (Level II) or production (Level III) drawings and specifications. Safety and Security Perform safety and security functions including: planning, reporting, investigation, and implementation of safety and security procedures, processes, and controls as specified in the job order. The U.S. Government (USG) anticipates that access to and storage of classified components, equipment, data and information up to and including SECRET may be required for personnel and facilities in the performance of work under this BOA.� Classified work shall require the contractor to comply with the provisions of the National Industrial Security Program Operating Manual (DOD 5220.22-M). The contractor shall ensure fulfillment of all requirements for: safeguarding classified information and classified materials, obtaining and verifying personnel security clearances, verifying security clearances, protecting USG property, and security of automated and non-automated information systems (AIS) and data. The contractor�s AIS shall be protected such that unauthorized disclosure of classified and or sensitive information is prevented. Software Engineering Provide software and firmware services to include, but not be limited to, design, implementation, alteration, documentation and verification of software and firmware code, as well as develop and execute test plans and procedures to enhance current and future software and firmware baselines of the Nulka MK 234 system, subsystems, and test equipment, in accordance with the specific requirements of the job order. Spares, Parts, and Supporting Equipment Identify and procure spares, parts and supporting equipment as directed by the job order.� Perform reviews, analyses, assessments, and planning related to the purchase, lease, assembly, integration, shipping, installation, and testing of spares, parts and supporting equipment in accordance with the specific requirements of the job order.� Design, develop, modify, procure, and/or build test equipment for the Nulka MK234 system, subsystems, and test equipment in accordance with the specific requirements of the job order. Technology insertion and Integration Conduct integration analysis to identify issues and recommend solutions to enable the integration of new, modified, or upgraded technology. Recommend the redesign of software, firmware, and hardware parts and assemblies.� Develop integration and test plans; conduct integration and test activities for the Nulka MK234 system and subsystems integration; perform system tests to assess performance, safety, operability, reliability, maintainability, and risk assessment; and document test data to enhance the system, software, equipment, and component compatibility. Test and Evaluation (T&E) Plan and conduct T&E and Validation and Verification (V&V) activities for the Nulka MK 234 system, subassemblies, components, software, and test equipment, or as detailed in the job order. Develop test plans and procedures including coordination of test sites, personnel, equipment, and any other resource required for testing the Nulka MK 234 systems, subassemblies, components, software, and test equipment, or as delineated by the job order. Training Support Develop operational and maintenance training programs and curriculum for Nulka MK 234 systems, subsystems, and test sets, or as required by the job order.
