- The U.S. Army Corps of Engineers Research and Development Center (ERDC), intends to issue a single source award to Dantec Dynamics, Inc. of Holtsville, NY to procure its Laser Doppler Anemometer (LDA) system comprised of the following: FlexLDA 2D System (Part Number:9061N0021); 500 mm Front Lens for FlowExplorer (Part Number: 9065X0162); BSA P100 1D to P600 performance upgrade (Part Number: 9061N0921); Upgrade of BSA F/P100 velocity channel to F/P600 (Part Number:9061N0931); and installation. ���������� The ERDC Geotechnical and Structures Laboratory�s (GSL) Model-based Assessment of Sensors and Countermeasures (MASC) is in need of an air-cooled 2D laser Doppler Anemometer system for making near-surface airflow measurements that will be used in ongoing model validation efforts. The MASC program is currently working to develop and validate a computational fluid dynamics model to be incorporated into their larger computational test-bed environment. Validation work, will require the generation of precision point-measurement datasets; all work is to be performed in a low-speed, climate-controlled micrometeorological wind tunnel. The wind tunnel has a constant temperature anemometer (CTA) system and particle imaging velocimeter (PIV). There currently is no way to non-invasively measure flow conditions (velocity, turbulence intensity) with high accuracy at a single point. This measurement need can be addressed through the procurement of a laser Doppler anemometer (LDA) system. The 2D laser Doppler Anemometer system shall be comprised of a laser controller with its optics, Burst Spectrum Analyzer (BSA), and system controller/processing software. The system must be capable of making measurements with resolution better than 0.005% that of a given velocity range at a distance of 500 mm, support real-time fast Fourier Transform (FFT) via a BSA capable of operating at a 120 MHz frequency to ensure that high flow rates can be captured. An all-in-one BSA system is critical to reducing the overall hardware space requirements. The system shall be factory aligned and calibrated, as ERDC does not have in house calibration capabilities which would limit the accuracy of the results. The calibration uncertainty must be less than 0.25% to ensure accuracy of measurements. The control/data processing software must be easy to use to ensure that new researchers can be rapidly trained and be compatible with an Isel traverse. The software must furthermore support data analysis and plotting in both Python and MatLab programming languages, as these are part of the current data processing/visualization workflow implemented in the wind tunnel. Dantec Dynamics� FlexLDA 2D System is the only system that market research identified that could deliver all ERDC/GSL�s requirements. � Based upon market research, no other brands with the same capabilities exist. The use of a different manufacturer�s LDA would not be seamless and would require considerably more time, programing, new equipment, and possible financial investment in another synchronizer. Further, the DANTEC FlexLDA 2D system and the BSA system are manufactured and distributed in the United States solely by DANTEC Dynamics, Inc. Therefore, it is necessary to procure this equipment on a sole source basis. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334519 Other Measuring and Controlling Device Manufacturing with a small business standard of 500 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. Respondents to this notice must provide: the manufacturer�s part numbers for offered products; product specifications; statement as to whether offered products are commercially available; warranties offered on the products; and lead time for delivery. Any offeror shall be required to register in the Government�s System for Award Management (SAM) at www.SAM.gov. Respondents must provide their full legal name; authorized contact�s name, title, email and phone number; legal address; link to registration in www.SAM.gov; and their firm�s business size declaration as well as the firm�s socio-economic status, if any (e.g. Large Business, Small Busines, Women-Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.). Respondents must also provide a description of their past experience in fulfilling requirements, which are the same or similar to this requirement, and provide references for each. � � Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
