- SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the WRT-701X. ITEM DESCRIPTION The NSN 5841-01-432-3798 is a WRT-701X navigational receiver-transmitter (R/T) used on the KC-135 and E-8 platforms. The WRT-701X radar unit consists of a transmitter and a receiver. The transmitter emits pulses of microwaves, a type of radio waves, outward in a circular pattern. Precipitation scatters these microwaves, sending some energy back to the transmitter, where it is detected by the radar�s receiver. The intensity of this received signal, called the radar echo, indicates the intensity of the precipitation. Measuring the time it takes the radio wave to leave the radar and return, tells us how distant the storm is. The direction the radar is pointing locates the storm. IMPEDIMENT TO COMPETITION Collins Aerospace (formerly Rockwell Collins Inc.) CAGE 84T51 is the OEM for the WRT-701X and is responsible for the integration of all the subcomponents and it retains exclusive rights to all technical data associated with this NSN. This NSN was screened and assigned AMC/AMSC code of ""3P"".� AMC/AMSC code is 3/P, AMC �3� indicates acquisition for the second or subsequent time, directly from the actual manufacturer. AMSC �P� indicates that the Government does not own the data or the rights to the data needed to purchase this part from additional sources. The OEM is unwilling to sell the data. As a result, Collins Aerospace is the only known source with adequate knowledge of the performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure full compatibility of the equipment.� INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Collins Aerospace for the Manufacture of the WRT-701X.� Other interested parties may identify their interest and capability to respond to the requirement no later than 22 March 2022 by emailing Anthony Simmons at anthony.simmons.12@us.af.mil and Robert Berg at robert.berg.9@us.af.mil. �The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
