Description
NOTICE OF INTENT (NOI) The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government's intent to award a sole source, firm-fixed priced contract to The Association of State Wetland Managers Inc. located in Portland, Maine for educational webinars, training, and outreach materials. This contract action is for commercial services under NAICS code 541620, Environmental Consulting Services for which the agency intends to solicit and negotiate with only one source under Authority, 6.302-1 and FAR 13.106-1(b), Simplified Acquisition procedures. FWS is the principal federal agency tasked with providing information to the public on the extent and status of the nation's wetland and deepwater habitats, as well as changes to these habitats over time. National Wetlands Inventory (NWI) hosts the Wetlands Mapper consisting of digital maps of all the wetlands of the United States (http://www.fws.gov/wetlands). The wetlands mapper is the primary public interface to the wetlands geospatial dataset and it delivers easy-to-use, map-like views of the nation�s wetland and deepwater resources. It spatially integrates NWI data with additional natural resource information and political boundaries to produce a robust decision support tool. FWS relies on many partners to provide digital wetland maps including federal and state governments as well as not-for-profit and private firms. After rigorous quality assurance/quality control (QA/QC) by NWI, the maps are added to the mapper and made public. The QA/QC is critical to ensure a high-quality product is provided to the public. NWI is seeking a series of outreach training and technical services directed at state wetland managers and their contractors to ensure that new wetland maps can pass the Service's QA/QC review with minimal problems. NWI wants to utilize the extensive contacts of the Association of State Wetland Managers (ASWM) to ensure that the training material is developed for and is being used by the major mapping providers thereby limiting the amount of changes (and staff time) needed before the data can be incorporated into the Wetlands Mapper. In addition, NWI requests that information on wetland functional assessment approaches, findings and needs be collected from federal and state agencies, and findings summarized in a final report. ASWM is the only known entity with the required network of state managers, tribes, federal agencies, nonprofits and wetland professionals and educators. ASWM offers a multitude of services to its constituents including training through webinars and online tutorials; policy and science research and outreach; as well as hosting technical meetings. With its unique network of state wetland managers who manage the majority of new wetland mapping data going to NWI, ASWM is uniquely qualified to provide targeted training and outreach materials as well as seek information on wetland functional assessment from its stakeholders. FWS anticipates an award in March 2022 with a proposed period of performance of two years after receipt of award (ARO) with an estimated total contract value of $35,000. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
