Description
Synopsis: The Department of Interior, Bureau of Reclamation (BOR), Columbia Pacific-Northwest Region has a requirement to monitor and regulate the Umatilla Basin Project, Oregon as directed by Public Law 100-557. The applicable North American Industry Classification System (NAICS) is 221310. Size standard for this NAICS is $30 Million. The Service Contract Act applies to this procurement. The work consists of regulating, monitoring, and the protection of exchange water and McKay Reservoir storage releases. The information assists in mitigation of historical losses to anadromous fishery resources and assures the continued water service to Hermiston, West Extension, Westland, and Stanfield Irrigation Districts in accordance with existing water rights. The Government intends to procure specialized services on a single-source basis, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR subpart 13.5 procedures. The entity to which the Government intends to award is the Oregon Water Resource Department (OWRD). OWRD is the only entity that has the authority to enforce the State of Oregon Water Laws. OWRD owns five of the twenty-one gauging station structures. BOR owns the remaining structures. BOR owns all the streamgauging equipment at all twenty-one stations. Reclamation intends to award one firm fixed-price contract. The initial period of performance (base year) shall be July 1, 2022 through June 30, 2023, with four 1-year options with an end period of performance of June 30, 2027. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. Interested persons may identify their interest and/or provide a capability statement to Mr. Terry L. Mest, Contracting Specialist, by email at tmest@usbr.gov. All capability statements received within 15 days after the publication of this announcement will be considered by Reclamation. All responses should include the vendor�s Duns and Bradstreet (DUNS) and or SAM Unique Entity ID (UEI). Vendors should identify themselves as either a small business or any other than small business in accordance with the above referenced North American Industry Classification System (NAICS). Vendors should also describe their full authority to access the gaging stations and the equipment at those stations, as well as the ability to conduct flow measurements, sensor calibration, site maintenance, and provide streamflow records on the existing equipment. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
