Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Keysight Technologies, Inc. located in Colorado Springs, CO on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Keysight Advanced Design System (ADS) Software Maintenance Agreement (SMA).� The maintenance support required for this software needs to be compatible with the software used at these foundries. Specific Requirements for ADS-ICAPP Software Maintenance Agreement are as follows: Software Maintenance Agreement � 1 year Minimum Specifications: -W2202BP/12812830 ADS Core, Layout, Advanced Layout, Harmonic Balance bundled software license -W2205BP/12417893 ADS Core, Layout, Advanced Layout, Harmonic Balance, Momentum, Interoperability bundled software license -W2302EP/12704073 Transient Convolution + Channel Sim element software license -W8500BP/12629652 IC-CAP Device modeling platform bundle license -W2205BP/13441339 ADS Core, Layout, Advanced Layout, Harmonic Balance, Momentum, Interoperability bundled software license -W8541EP/13441341 IC-CAP Keysight HBT model extraction software license -W8533EP/13441340 IC-CAP Angelov-GaN extraction package software license This shall be provided in accordance with the Statement of Work (SOW) attached herein. The NAICS Code is 511210- Software Publishers, with a Size Standard of $41.5 million in annual receipts. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Keysight Technologies, Inc. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by March 24, 2022. Any questions regarding this notice must be submitted in writing via email to lia.arthofer@nist.gov . All responses to this notice of intent must be submitted to lia.arthofer@nist.gov no later than March 22, 2022, at 2:00 p.m. MST.
