- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Notice of Intent: 75N95022R00040 INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE- SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Contracts Management � � Branch Blue, NCATS Section on behalf of the National Center for Advancing Translational Sciences intends to negotiate and award a contract for Annual Subscription and Bronze Support for E-Notebook Enterprise Oracle Pro. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS Code 541511: Custom Computer Programming Services: Size Standard of $30.0 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Regulation (FAR) in effect through the Federal Acquisition Circular 2022-02, dated January 30, 2022. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description NCATS is in need of obtaining a one (1) year license of an electronic notebook to be used by the chemists within the Center to capture their experiments. The National Institutes of Health (NIH) is the nation�s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people�s health and save lives. The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. The NCATS Early Translation Branch (ETB) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. As such, NCATS is in need of an annual subscription to E-Notebook to be used to in everyday activities of all chemists at the Center to capture their experiments.� General Requirements Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified, personnel, material, equipment, and facilities not otherwise provided by the Government as needed to perform the requirements in the Product Description: 20 ea AEN-ENTRPRO-ESP Bronze Support for E-Notebook Enterprise Oracle Pro. provides upgrades to feature enhanced future versions of the software product initially licensed, as well as corrective software updates, and more. 20 ea. AEN-ENTRESP Bronze Support for E-Notebook Enterprise Oracle Ultra provides upgrades to feature enhanced future versions of the software product initially licensed, as well as corrective software updates, and more. This request to Perkin Elmer will allow us to renew our software subscription to our currently in-use Electronic Laboratory Notebook equipment to current standards, which will create better security and efficiency. � Vendor is responsible for delivering access to an electronic notebook software that fulfills the following requirements: 1. Software should have ChemBioDraw embedded in the E-Notebook to enable chemists to create reaction schemes with starting materials, catalysts, reagents and products. 2. Allow for the automatic generation of IUPAC names and stoichiometry tables. 3. Integration with tools such as Microsoft Office documents, spreadsheets, presentations, PDF and other image files to allow chemists to efficiently incorporate materials from a variety of sources 4. Provide a chemically-oriented Autotext feature. 5. It should be able to handle singleton chemistry and parallel syntheses and can enumerate the products from generic reactions and lists of reagents in a chemically intelligent way. Purchase Description See Attached Period of Performance The period of performance is as follows: Base Year: �3/26/2022 through 03/25/2023 Option Year 1: 3/26/23 through 3/25/24 Option Year 2: 3/26/24 through 3/25/25 Option Year 3: 3/26/25 through 3/25/26 CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may �identify their interest and capability to respond to this notice. The respondents must submit clear and convincing evidence that their product is equivalent or superior to the product specified in this notice. The response shall include: the unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered to determine the method of acquisition. The response must also indicate the country of manufacturer of components and country of assembly (not necessary for IT purchases). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non- competitive basis or to conduct a competitive procurement. All responses must be received by March at 15, 2022 at 11:00 AM Eastern Time and must �reference number 75N95022R00040.
