- Description
- Enclosed is a Request for Quotation (RFQ) for Cellphone Services.� If you would like to submit a quotation, follow the instructions in Section 4 of the solicitation, complete the required portions of the attached document, and submit via email to ManilaContracting@state.gov. Please submit your quotation into two separate file folder indicating A.1 and A.2.� The deadline for receipt of quotations is on or before March 21, 2022, no later than 3:30 pm (Manila time).� No quotations will be accepted after this time. In order for a quotation to be considered, you must also complete and submit the following: SF-1449 (blocks 17, 24 and 30).� Block 24 should list the total value of the quote for the base year and the option year. Section 1, The Schedule Section 5, Representations and Certifications and ensure compliance with FAR 52.229-11 is completed with IRS Form W-14 found at www.irs.gov/w14 Additional Information as required in Section 4. A pre-quotation conference has been scheduled on March 3,2022 at 10:00 am (Manila time) via WEBEX. Request for access to WEBEX session must be submitted through email at ManilaContracting@state.gov no later than March 1,2022 1:00 pm (Manila time).� This should include the name/s of your company representative/s. Direct any questions regarding this solicitation in writing to the Contracting Officer via email address ManilaContracting@state.gov. Questions must be written in English. � The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department. Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
