Page 1 of 1 Synopsis This is a pre-solicitation announcement for the Department of Veterans Affairs, West Palm Beach, VA Medical Center, West Palm Beach, Florida, 33410-6400. A Request for Proposal will be issued on the Federal Business Opportunities-FBO-SAM website on or about March 8, 2022, for Water Treatment Services for the VAMC Medical Center, West Palm Beach, FL 33455. This announcement is SDVOSB Set-Aside and open to SDVOSB contractors. The VA is seeking a contractor that shall furnish all chemical treatment services including all chemicals, technical services, consulting, testing, and balancing of the systems for the open cooling tower system, closed chilled water system, hot water system, boiler feed and condensate water systems for the West Palm Beach VA Medical Center System consistent with EPA, OSHA and FDA regulations for chemical handling and all other applicable regulations. The water treatment contractor will provide all necessary labor, materials, tools, equipment, and supervision required to perform the water treatment program with no additional cost to the VA and all equipment will become the property of the VA. Micro-Processor based Smart Chemical Feed Controller. The contractor shall ensure that both the Engineer and Service Technician are trained and fully knowledgeable with chemical injection systems, dispersion of chemicals, and testing of chemical content. Each company representative shall have experience with direct water treatment experience. Real time direct monitoring/adjustment for trace inhibitor ORP Control for oxidizing biocide injection with 125mV increase per feed required. Mild steel and copper corrosion monitoring Customer online dashboard for monitoring systems and generation of weekly reports. Customer text message/email system alarms used via wireless global gateway: Minimum signal strength required shall be three (3) bars of service, a stronger antenna may be required to maintain the level of cellular service. All other equipment such as pumps, tanks with tank level monitoring install fees should be included in monthly fees over the contract duration. Must be ISO 9001-1994 or 9001-2000 certified. The water treatment contractor must have their own or have direct access to a certified research laboratory capable of performing necessary tests, analysis, and research on itemized samples. The North American Industry Classification Code (NAICS) for this procurement is 325998 Water Purity and Sewage Treatment Equipment Dry and size standard is $41.5 million. The government intends to award a Firm Fixed Price Type contract in April 2022. The solicitation will result in the award of a single contract. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various proposal documents, statement of work, and forms, will only be available for download at no charge at the SAM-Federal Business Opportunities (FBO) website https://fbohome.sam.gov/ tentatively on March 8, 2022 with a due date to be specified in the Solicitation. No other site shall be used to obtain these documents unless posted through an Amendment. All interested offerors should register at www.sam.gov so that others will know of your interest in participating in this procurement. An Offeror s List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the offeror s responsibility to register at the SAM.Gov website. Offerors are advised that they are responsible for obtaining all proposal documents and acknowledge any amendments, and should revisit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Prospective contractors shall complete electronic annual representations and certifications shall be registered in the System for Award Management database at http:www.sam.govm shall be verified in the Vetbiz Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS 100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
