Description

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) has a requirement for Blossom Point Test Support. During the course of execution of this scope of work, the contractor shall provide support for any testing series and events, including but not limited to heavy machinery operation, hardware installation and the construction of testing arrays. The contractor shall provide personnel that can construct the mission required testing configurations, maintain the operating test site, and provide supplies to meet these demands. Test setup includes but is not limited to ensuring systems are repaired and ready to test, making sure the hardware is not damaged and able to be reused. The Contractor shall be responsible for providing test site materials for the range in order to prepare for subsequent testing. The Contractor shall provide maintenance support to include repairing systems, replacing parts, cleaning and preparing for subsequent testing. In support of testing, the Contractor shall provide hardware cleaning supplies (i.e., towels, cleaners, brushes, solvents, and gloves). The testing is highly iterative, and often the level of range support required to repair any damages is indeterminate until the testing is underway, thus creating an urgent need for support between and post test series. NSWC IHD intends to award a Firm Fixed Price contract on a sole source basis to 4D Tech Solutions, located at 401 10th Street, Fairmont, WV 26554. The NAICS code is 541990 and the PSC code is H299. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. All responding sources must email their correspondence no later than 23 March 2022 to Bridget Taylor at bridget.m.taylor.civ@us.navy.mil. Large files need to be compressed using ZIP and renamed with a .zip file extension.
