Description
Pre-Solicitation Notice The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) plans to issue a Solicitation for the following commercial services: the NASA Communication Services (NCS) requirement. �This notice relates to the Sources Sought Notice and Draft RFP (Reference Notice ID 80KSC20NCSRFI and 80KSC22NCSDRFP). The purpose of the NCS requirement is to acquire communication services for all NASA centers and Mission Directorates, excluding White Sands Testing Facility (WSTF) and Jet Propulsion Laboratory (JPL).� This includes, Ames Research Center (ARC), Armstrong Flight Research Center (AFRC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), Johnson Space Center (JSC), Kennedy Space Center (KSC), Langley Research Center (LaRC), Marshall Space Flight Center (MSFC), Stennis Space Center (SSC), satellite center locations (such as Wallops Flight Facility (WFF), excluding WSTF and JPL). NCS services include, but are not limited to, Strategic Communications, Planning, and Integration; Engagement � Stakeholder Relations and Public Engagements; Media Relations; History and Archives; Library Services; Freedom of Information Act (FOIA) Responses; and Supplemental Communications Products and Services. This acquisition is a competitive, 8(a) set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541820, Public Relations Agencies, and the small business size standard is $16.5 million. The anticipated release date of Solicitation 80KSC022R0012 is on or about March 28, 2022 with an anticipated proposal due date of on or about May 2, 2022. All responsible sources may submit a proposal which shall be considered by the agency. NASA FAR Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable. �The Ombudsman for this acquisition can be found at�https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.� This posting, in addition to any attached documents, will be available on https://SAM.gov. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).� It is the offeror�s responsibility to monitor the NCS acquisition website at https://procurement.ksc.nasa.gov/ncs to access additional information regarding the acquisition, to include a bidder�s library. Prospective offerors are encouraged to notify this office via email, at agency-nasacommservices@mail.nasa.gov, of their intent to submit an offer. NCS Website & Industry Engagement Schedule The NCS acquisition website is active and can be accessed at https://procurement.ksc.nasa.gov/ncs.� The website includes information regarding the NCS Industry Engagement Schedule and registration instructions for interested offerors.� The Industry Engagement Schedule includes the Pre-proposal Conference and One-on-One meetings. The One-on-One meetings are limited to Interested Prime Offerors only. It is the potential offeror�s responsibility to monitor sam.gov and the NCS acquisition website for updates. ________________________________________________________________________________________________________ THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/Kennedy Space Center (KSC) to post a draft RFP (DRFP) 80KSC22NCSDRFP for potential offerors to review and comment on the NASA Communication Services (NCS) DRFP. The purpose of the NCS requirement is to acquire communication services for all NASA centers, excluding WSTF and JPL.� This includes, Ames Research Center (ARC), Armstrong Flight Research Center (AFRC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), Johnson Space Center (JSC), Kennedy Space Center (KSC), Langley Research Center (LaRC), Marshall Space Flight Center (MSFC), Stennis Space Center (SSC), satellite center locations (such as Wallops Flight Facility (WFF), excluding White Sands Testing Facility (WSTF) and Jet Propulsion Laboratory (JPL)). The principal purpose of this requirement is to provide communication and related services for the Office of Communications in support of all NASA centers and Mission Directorates. Such services include, but are not limited to, Strategic Communications, Planning, and Integration; Engagement � Stakeholder Relations and Public Engagements; Media Relations; History and Archives; Library Services; Freedom of Information Act (FOIA) Responses; and Supplemental Communications Products and Services. This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA KSC to pay any proposal preparation costs, nor does it obligate NASA KSC to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation. All comments on this DRFP shall be submitted electronically via email to Timothy Broadous, Contracting Officer, at agency-nasacommservices@mail.nasa.gov, no later than February 28, 2022 at 4:30 p.m. Eastern time using the attached Industry Comment form. The NCS acquisition website is at https://procurement.ksc.nasa.gov/ncs and will be activated around the time of the release of this draft solicitation. This website will provide potential offerors access to a library of technical documents applicable to this acquisition. NASA Clause 1852.215-84, Ombudsman, is applicable.� The Ombudsman for this acquisition is Marc Etkind who can be reached by email at Marc.r.etkind@nasa.gov or by telephone at 202-664-2755. No final RFP exists; therefore, do not request a copy of the final RFP. Any subsequent final RFP will be synopsized prior to its release and published on https://SAM.gov. It is the responsibility of prospective offerors to monitor this site for the release of any final RFP and any amendments. Prospective Offerors will be responsible for downloading their own copy of the final RFP and any amendments.?
