- Description
- This notice does not constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 � Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date. This acquisition will be solicited as competitive to local sources in accordance with FAR 5.202(a)(12).� Local sources are those persons or entities normally resident and licensed to conduct business in Japan. �Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S. - Japan Status of Forces Agreement. This procurement is entitled, �Weight Handling Equipment (WHE) Rental Services for Commander Fleet Activities Okinawa (CFAO), Okinawa, Japan.� The resulting contract shall be a single award Indefinite Delivery Indefinite Quantity contract comprised of a five (5) year Base ordering period and no option periods, with the ability to issue task orders. The proposed WEIGHT HANDLING EQUIPMENT (WHE) RENTAL SERVICE (Crane Service with operator) will require the contractor to furnish all labor, supervision, management, tools, materials, equipment, transportation, and other items necessary to provide crane services at various activities of the U.S. Navy Facilities in Okinawa.� The Contractor shall provide crane services with oversight and support personnel for the following mobile cranes: Mobile Crane (between 13-Ton to 130-Ton loading capacity) 40-Ton Low Boy Trailer 90-Foot Man Lift 10-Ton Truck Mounted Crane 5.This procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the lowest price technically acceptable (LPTA) source selection process. Non-Price Technical factors may include, but is not limited to: Corporate Experience, Past Performance, Safety, and Permits and License. 6. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. Information from this notice is subject to change and may be different from the actual solicitation. It is the offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. 7. The solicitation is planned to be issued around mid- to late- March 2022 and will be available for 30 days by NAVFAC FAR EAST, FEAD Okinawa, Japan. 8. Offerors can view and/or download the solicitation at https://sam.gov/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes.� IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. 9. SITE VISIT: A site visit will be conducted at Naval Base White Beach. The exact schedule will be available once the RFP is available. In preparation for the site visit, for those who do not have base pass to enter White Beach and would like to attend, please submit the following immediately using the information from this notice: Submit �Marine Temporary 1-90 Day Pass_Request Ltr� (attached). Navy will sign and return via email to person sending the request. Contractor takes the signed Pass Request & Endorsement letters with SECNAV 5512 (attached) and copy of Proof of ID and citizenship such as Driver's license AND passport or Kosekishohon (Family Registry), to Foster Pass & ID at the American Legion Gate and drops off for background check. Camp Foster conducts background check and calls the contractor to return for paper pass to be issued. Pass office processing may take up to two weeks.�
