- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.� This solicitation number is NICHD-22-064 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-07.� The North American Industry Classification (NAICS) Code is 812930 and the business size standard is $38.5M.� This solicitation is Not set aside for small business. It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute on Child Health and Human Development (NICHD) to award a purchase order, without providing for full and open competition, to ND Properties Inc., 6700 Rockledge Drive, Bethesda, MD 20817 for 415 Parking Spaces, 1 Parking Space located at 6710 and Housekeeping Services for approximately 400 staff for Building 6710B. The spaces and housekeeping services are for 3 months. This is a Notice of Intent to receive the services from ND Properties Inc., because they are the property owner at 6710B Rockledge Drive where the Parking Garage and Housekeeping will be done.� � STATEMENT OF WORK NICHD has a requirement for staff parking for authorized individuals at 6710 Rockledge Drive, Bethesda, Maryland 20892. The contractor shall provide 415 parking spaces (1 space located at 6710) with 24 hours/day � 7 days/week access near 6710B Rockledge Drive for employee safety, worker productivity, and sufficient unencumbered access for disabled staff, parking spaces shall be consistent with Montgomery County ordinances and building, the requested parking spaces shall be accessibility compliant and have unencumbered access to paved pedestrian pathway. The Contractor shall work independently, and not as an agent of the Government. The Contractor shall furnish services, qualified personnel, material, equipment, and facilities not otherwise provided by the Government, as needed.� The Contractor�s personnel shall have the required training and experience to perform the work timely and accurately. Expertise shall vary according to the project and the Contractor must have the resources to quickly recruit, if necessary, and assign personnel with the appropriate knowledge, skills, and abilities to perform requirements as the need is identified. The Contractor shall provide the following support and services: Task 1:� Parking Permits Task 2:� Additional Housekeeping Services Task 1: Parking Permit Contractor will permit NICHD (Government) to use 415 parking spaces (in addition to the five parking permits specifically required to be provided by ND Properties pursuant to GSA Lease) with 24 hours per day, 7 days per week access in the parking garage adjacent to the Property. NICHD personnel utilizing the Parking Permits will be subject to and required to comply with all garage rules and are subject to posted garage notices and warnings. Spaces should conform to the ADA Design Guide. In addition, the spaces needed to meet our ADA requirements for 415 spaces should be situated near the shortest path to 6710B Rockledge Drive. The Contractor will make available up to 5 motorcycle spaces and 10 reserved electric vehicle spaces at the request of the Government. The Montgomery County parking ratio is 2.9 per thousand square feet. Due to the presence of other tenants at the Property and the limited number of parking spaces available, NICHD's use of 157 Parking Permits shall be revocable by ND Properties after providing thirty (30) days' notice to NICHD. The Contractor will have an access control system that will either utilize NICHD provided PIV cards, or an individual access key fob/device to provide access to the garage. If access fobs are used, the Contractor will provide 415 access fobs free of charge. The charge for lost or replacement fobs will be $20 each. The Contractor will maintain parking space area(s) in a manner consistent with industry standards for public parking areas and free of any potholes, trash, and debris. The parking facility services multiple buildings and tenants. No personnel are required to be assigned specifically to this contract. Motorcycle parking is permitted in the garage utilizing existing parking spaces. The garage will be ADA compliant. Task 2: Additional Housekeeping Services The Contractor will provide additional housekeeping services for NICHD, to include the following (the ""Additional Housekeeping Services"") on federal business days as indicated: a. Clean and sanitize 12 NICHD Keurig coffee makers in NICHD kitchen and break room areas on Federal business days; b. Clean and sanitize 6 NICHD toaster ovens in NICHD kitchen and break room areas on Federal business days; c. Clean and sanitize 12 NICHD microwave ovens in NICHD kitchen and break room areas on Federal business days; d. Clean the inside of 11 NICHD refrigerators in NICHD kitchen and break room areas and throw away spoiled and expired food each Friday or the following federal business day if Friday is a holiday; e. Clean and sanitize all NICHD kitchen and break room countertop surfaces on a Federal business days and f. Provide cleaning supplies reasonably sufficient for standard cleaning in 6 NICHD break rooms.
