- Description
- The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for the furnishing of labor, equipment, supplies, and materials to replace the Carbella Boat Ramp. Work will include the removal of the existing boat ramp and kiosk, construction of a new boat ramp and kiosk, as well as other related work or other appurtenances in accordance with the drawings and specifications. The work under the requirement is located in Park County, Montana. BLM will issue Solicitation Number 140L3622Q0008 via https://sam.gov/content/opportunities, at the link provided in this notice. The work to be performed includes the following: 1. Site Grading 2. Kiosk 3. Imported Screened Topsoil 4. Hydroseeding 5. Erosion Control Matting - Installed 6. Boat Ramp Facility 7. Willow Planting Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around March 22, 2022. The estimated price range of this acquisition is between $100,000 and $250,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $39.5 Million. A single award will be made to the Offeror that submits a quotation that has been determined to be the best value offer, price and non-price elements considered. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around April 21, 2022, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around May 23, 2022. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed (on or around July 11, 2022) and complete the entire work ready for use within 60 calendar days (on or around September 9, 2022). The exception to the completion date will be the Willow Planting, which shall be completed within the time frame restrictions listed within the specifications. All time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
