This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2114762 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2022-04 January 30, 2022. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following Brand Name Supplies: MicroCal VP-ITC Instrument, catalog # SYS13901, QTY 1:MicroCal VP-ITC Includes: Ultrasensitive VP-ITC MicroCalorimetry VP-Control Unit with monitor for real-time operation and post-run data analysis. Software pack including: ORIGIN, VPViewer. Cleaning device, three injection syringes, syringe holder, pipette stand. Accessory kit contains: user manual, filling and emptying syringes and assemblies, plunger tips, tools, and more.� Aspirator w/ integral pump� VP-ITC Instrument Cell� ThermoVac sample preparation and cleaning device� VP-ITC Start up Accessories� VP-ITC Controller� Associated Shipping/Freight Additional Instrument Specifications: The instrument may be of newly manufactured or refurbished origin A new or refurbished instrument must include at minimum; a 1-year warranty and preventive maintenance service contract. For refurbished instruments: the refurbishment/reconditioning of the instrument must have been performed by the Original Equipment Manufacturer (OEM) and the warranty and preventive maintenance service contract must be provided by and through the OEM. For both new and refurbished instruments: third-party (Non-OEM) proposals to the solicitation must include documentation of OEM warranty and preventive maintenance service contract and for a refurbished instrument, certification of refurbishment/reconditioning of the instrument by the OEM.
