Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) Remote Sensing/GIS Center of Expertise (RS/GIS CX) in Hanover, New Hampshire intends to award a contract on a sole source basis to Headwall Photonics, INC upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to procure one (1) Headwall Co-Aligned VNIR/SWIR Airborne Package, including accessories, training, software/hardware warranty and technical support. The Remote Sensing/GIS Center of Expertise Brach currently owns and operates a helicopter-based aerial mapping platform that is compatible with the deployment and operation of the Co-Aligned sensor. This novel platform allows for the coincident operation of VNIR, SWIR, visible-spectrum and lidar-based airborne measurements from the same aircraft. In addition, RS/GIS CX personnel are trained in the operation of the Co-Aligned sensor along with processing and analysis of the resulting data. The requested instrumentation must have 100% seamless interoperability with existing equipment and include the following minimum specifications: � Integrated, co-aligned, radiometrically calibrated VNIR and SWIR spectrometers with��� approximately matching fields-of-view. � Integrated high-accuracy GPS/inertial measurement unit for coincident trajectory logging of the sensor during flight; includes necessary GPS antenna and supporting software for data processing. � Internal solid-state data storage system for on-sensor data acquisition and storage. � Data acquisition and processing software, for the collection of airborne and ground-based data collection and creation of orthorectified radiance and reflectance data products. � Flight planning software. � � Airborne acquisition accessories, included calibration tarp(s) and acquisition processor. � Training for the operation of the sensor and processing of resulting data. � Rotary stage for the operation of the Co-Aligned sensor from a static, ground-based tripod setup, including any necessary software for data acquisition and processing. � Operational from an airborne mapping platform (both piloted and unmanned). � IMU should obtain the following minimum accuracies: - Roll pitch: 0.025 degree - Heading: 0.080 degree - Velocity: 0.015 m/s - Position accuracy ranging from 0.02 � 0.05 m at 200 Hz sampling Headwall Photonics, Inc. has been identified as the only company capable of offering a product meeting the requisite specifications and interoperability requirements of CRREL�s existing Co-Aligned Sensor. The customer�s research requires a system that is compatible and fully interoperable with CRREL�s existing in-house hardware and software uniquely designed to collect airborne measurements; full interoperability is required to allow the system to take accurate measurements and function seamlessly while deployed in field experiments and alongside other CRREL assets. Headwall Photonics has been identified as the only company authorized to distribute Headwall Photonics products in the United States. Due to the proprietary nature of the requested equipment, Headwall Photonics, Inc, is the sole source authorized to fulfill the Government�s requirement. The associated North American Industry Classification System (NAICS) code is 334519, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 14 March 2022 to kasey.t.davis@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
