Description
The St. Cloud VA Healthcare System requires Medical Gas System Annual Inspection/Verification services per the Statement of Work (SOW), see below. This is a sources sought/proof of capability solicitation looking for small businesses to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your information with a description of proof of capability to: Jeffrey.Brown8@va.gov on or before March 15th, 2022. *FAR Provision 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Business.* Medical Gas System Annual Inspection/Verification St Cloud VA Health Care System 4801 Veterans Drive St Cloud, MN 56303 I. GENERAL DESCRIPTION/STATEMENT OF WORK (SOW): Perform all annual inspections, system verifications, and testing of Medical Gas Systems for the St Cloud VA Health Care System in accordance with NFPA 99, 2021 edition, and VHA Directive 7515(1). This contract calls for the verification of all Medical Gas Systems and components. Contractor is to furnish all necessary labor, tools, equipment, and transportation to perform inspections of the current existing medical gas equipment and systems located at the Department of Veterans Affairs, St Cloud VA Health Care System. Medical gas systems are systems distributing to patient care areas vacuum suction, as well as any of the following pressurized gases: oxygen, medical air, nitrogen, nitrous oxide, and carbon dioxide. This contract also includes inspections on gaseous manifold systems (x3) for our Ambulatory Service Center (ASC) in Building 1A. Below is an outline of the contractual performance requirements the contractor is required to deliver to the VA. The contractor will perform operating inspection(s) to machines (i.e., medical air compressors, medical vacuum pumps, alarm panels, master alarm panels, zone valves, source valves, riser valves, area alarms, outlets, inlets, and manifold systems) ensuring that vacuum generating equipment, medical air compressors, medical gas distribution lines, vacuum distribution lines, and gas manifold systems are functioning, available, and ready to deploy services as needed to designated patient rooms and care areas. The contractor will be responsible for ensuring that existing oxygen connection ports on the exterior of the VA Medical Center buildings are maintained, inspected, and function tested at the respective manufacturers recommended intervals for the system equipment. This emergency port is only used if the primary and reserve liquid oxygen bulk tanks are disabled due to a catastrophe, and the connection port is the VA Medical Center s last lifeline for patient oxygen supply before resulting in an indefinite stoppage of mission critical functions as per VHA Directives. II. PERFORMANCE PERIOD: (to be completed in the month of April annually) BASE YEAR: 04/15/2022 to 04/14/2023 OPTION YEAR ONE: 04/15/2023 to 04/14/2024 OPTION YEAR TWO: 04/15/2024 to 04/14/2025 OPTION YEAR THREE: 04/15/2025 to 04/14/2026 OPTION YEAR FOUR: 04/15/2026 to 04/14/2027 III. MEDICAL GAS SYSTEM EQUIPMENT LIST: The St Cloud VA Medical Center s medical gas systems that are included within the statement of work in this contract, consist of the following primary components listed below (only equipment designated and documented in-use by the VA patient care staff and Engineering staff fall under the purview of this contract. CONTRACTUAL REQUIREMENTS AND PERFORMANCE CRITERIA: SERVICES: A. Perform all required Annual Inspections in accordance with NFPA 99, current year requirements and the VHA Directive 7515(1). B. Inspector/Contractor must hold a current ASSE 6030 Medical Gas Verifier Certification. C. Due to unforeseen circumstances for any locations that were unavailable or after VA has made corrections in accordance with this inspection, it is the responsibility of the contractor to return to the VA to complete/finalize inspections. D. Mutually agreeable contract modifications may be used as a vehicle to adjust for changes to medical gas systems and/or components if the need arises. V. HOURS OF WORK: The hours of work for inspections performed under this contract shall be completed between the hours of 8:30 a.m. and 4:00 p.m. central time. VI. REPORTING AND DOCUMENTATION: Provide a report of all inspections and testing performed. Report shall comply with current year requirements setĀ forth by the NFPA 99, VHA Directive 7515(1), Long Term Care Institute, and the Joint Commission. Report shall indicate Building and Room locations of the inspected or tested Medical Gas components. Provide both an electronic and paper copy of the completed service report. Provide an itemized list of deficiencies and recommendations as applicable per building and location. VII. GENERAL REQUIREMENTS: The contractor s personnel, while on VA property, shall adhere to all requirements and regulations that govern the VA Health Care System and its property. Among all other requirements, the VA Health Care System and its property is now entirely smoke-free. No weapons are permitted on the premises. Medical masking is required when entering any building. Contractor site badging is required to perform service. See VA Point of Contact for applicable badging and coordination of your intended service schedule. Contractor required to check in with VA staff at each Nursing Station of each Building on each floor. Contractor needs to verify if there are any access restrictions in effect. Contractor to inform staff of the nature of their visit and notify them when they leave the floor.
