Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. NAICS 811219 (Other Electronic and Precision Equipment Repair and Maintenance) is applicable to determine business size standard of $22.0 million. Please provide an e-mail and include a capabilities statement with the company s socio-economic category in response to this sources sought notice no later than 22 March 2022 3:00pm EST to timothy.harris5@va.gov. Responses to this notice shall include the following: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business (large or small) (i) If small business, type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, and (j) Must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 22, is conducting market research to identify potential vendor sources which can provide the New Mexico VA Health Care System onsite maintenance and repair services for UPS Systems at the NMVAHCS. These systems are used to protect mammography systems, MRI scanners, CT scanners, nuclear medicine cameras, the PET/CT system, cardiac catheterization lab systems, interventional angiography systems, and medical servers from power outages and surges. UPS systems are used to provide protection from electrical power surges, loss of power during change over from normal power (PNM) to emergency power (facility emergency generators), and transient spikes and lags in normal, or emergency power supplied to the above systems. Due the proprietary nature of Eaton s copyrighted service software and repair documentation, troubleshooting and system evaluation is not possible by in house biomedical engineering staff. Onsite service by a service vendor with access to Eaton s proprietary (copyrighted) service software and repair documentation is required for unscheduled repairs as well as scheduled preventative maintenance services. Vendors must have a current Eaton service contract for access to Eaton s proprietary information and provide a copy with their response. IMPORTANT INFORMATION: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice does not commit the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will be restricted to this information to match information to a possible solicitation. Public Law 109-461 mandates the VA to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. There is no anticipated sub-contracting opportunity for this procurement. Notice to potential offerors: All offerors must register in the System for Award Management (SAM) at www.sam.gov before responding to any Government inquiry. Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who plan to submit an offer must register with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
