Description
PLA Sources Sought- LTSCI VA Dallas, TX The Office of Construction and Facilities Management (CFM), Central Regional Office (003C4D), is conducting an industry survey for analysis regarding Construction Contractors ideology and/or experience of use of Project Labor Agreements (PLA) in large-scale (>35M) construction projects. The construction is for Project No. 549-820B, Construction of New 30 Bed Long Term Spinal Cord Injury Unit located at the VA North Texas Health Care System-Dallas Campus, Dallas, TX. The PLA questionnaire is below. Your input (response/comment) is vital to the solicitation requirements of the beforementioned project. Please complete and return your response/comments to the PLA questionnaire within seven (10) workdays from the posting date of this announcement. Submit responses to the Contracting Officer at: Deontrinese.Dalton@va.gov. by 4:30 p.m. CT. March 18, 2022. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). PLAs have shown effects in preventing instability on large-scale construction projects, avoiding labor-related disruptions by utilizing dispute-resolution, and prohibiting work stoppages, including strikes, lockouts etc. Federal Government policy usage of PLA is to promote economy and efficiency in Federal procurement. Federal Acquisition Regulation (FAR) Policy: Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will- (1) Advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with law.
