THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.� The U.S. Army Corps of Engineers (USACE), Baltimore District requests capability statements from qualified industry partners. USACE, Baltimore District has been tasked to solicit and award a firm-fixed-price construction contract for a Medical Waste Incinerator in new facility on Fort Detrick, in Frederick, Maryland. No reimbursement will be made for any costs associated with providing information in response to this request or any follow-up information requests; all costs associated with responding to this Notice will be solely at the responding party�s expense. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS code for this acquisition is 236210 � Industrial Building Construction, with a size standard of $39,500,000. The magnitude of construction is between $10,000,000 and $25,000,000. Small Businesses are reminded that they must perform at least 20% of the cost of the contract, not including the cost of materials with their own employees for general construction-type procurements. By way of this Market Survey/Sources Sought Announcement, W912DR22R0032, USACE, Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. Therefore, this notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issuance of an RFP; nor does it commit the Government to contract for any supply or service. Further, USACE, Baltimore District will not accept unsolicited proposal. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this announcement. PROJECT DESCRITPION: The USACE, Baltimore District was requested to assist the United States Army Garrison with executing the design and construction of a Medical Waste Incinerator Facility at Fort Detrick in Frederick, Maryland.� This project will provide a building housing new state-of-the-art medical waste incinerators to dispose of all laboratory, medical and infectious waste generated on Fort Detrick, Maryland including BSL3/BSL4 waste. The facility will be approximately 14,000 square feet in size. The incinerators will have N+1 redundancy at an anticipated 550lb units (2 units each with a capacity of 550 lbs/hr).� The facility is expected to process one (1) million pounds of medical waste yearly (it is assumed that at a minimum 8 hrs/day, 5 day/wk operation of a single unit could achieve the necessary one million point throughput, annually).� The general waste characterization includes Plastic, Sharps, Biologicals and Paper. This facility will accept waste from nine (9) sources (minimum).� Once incinerated the ash will be disposed of in a Fort Detrick landfill. �The anticipated performance period is 790 days from notice to proceed. The proposed project is of great significance for national defense and will be a competitive, firm-fixed price, Design-Build (DB) procured in accordance FAR Part 15, Contracting by Negotiations, under a Best-Value Trade-Off Process. Responders should address ALL of the following in their submittal: 1. Firm�s name, address, point of contact, phone number, and email address, CAGE code and DUNS number. 2. Indicate if your company registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or does it plan to register. 3. In consideration of NAICS code 236210, with a small business size standard in dollar of $39.5M, indicate which of the following small business categories your business is classified under: Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Small-Disadvantaged Business, Woman- Owned Small Business, HUBZone Small Business, or 8(a) Business. 4. Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (if yes, please explain). 5. Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate. 6. Provide at least two (2), but no more than five (5) examples of a completed projects similar to the project description above within the past seven (7) years. Include point of contact information for the examples provided as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. Responders should have experience in the areas listed below and provide narratives identifying that specific experience: a. Successful experience with industrial type new construction. b. Experience in the design and installation of medical waste incinerators to dispose of laboratory and medical. The facility is expected to dispose of 1 million pounds yearly. c. Successful experience with the federal government construction submittal and design review process. d. Experience with Design and Construction for new Building Structural and Foundation features to include installation in Karst geology. �� 7. Demonstrate knowledge, understanding, and application by providing examples of compliance with design codes, to include EPA Air Permits on three or four separate projects. 8. Demonstrate mechanical experience by providing examples of three or four complete and successful projects that included the design, installation, renovation and/or replacement of incinerators and supporting mechanical systems. 9. Demonstrate electrical experience by providing examples of three or four complete and successful projects that included the design, installation, renovation and/or replacement of electrical control systems and power distribution to equipment and to redundant components. 10. Describe how the prime contractor will integrate the Waste Incinerator vendor into the overall Design Build Contract. Explain the extent to which the Waste Incinerator vendors have the capability to oversee the installation of incinerator to include related construction (e.g., structural requirements, utility connections, start up and commissioning). 11. Please explain the risk, if any, to the Government or Contractor, associated with evaluating the Designer of Record that should be considered when developing the evaluation criteria for Phase I of the Best-Value Trade-Off procurement. Total submittal shall be no longer than ten (10) pages in one (1).pdf file. Comments will be shared with the Government and the project team, but otherwise well be held in strict confidence. SUBMISSION INSTRUCTIONS: THIS NOTICE IS NOT A RFP. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this source sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this sources sought notice no later than 18 March 2022 by 11AM (ET).
