Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled Jackson Levee Repair and Rehabilitation Requirements Contract, 2022-2025. The work is in Teton County, Wyoming. This will be a 3-year requirements contract, with task orders issued for specific work. The Government anticipates placing between $160,000 and $350,000 in task orders per year; however, this estimate is not a representation that the estimated quantity will be required or ordered. A bid bond of 20%, or $3,000,000, whichever is less, will be required. 100% Performance and payment bonds will be required. The period of performance is 3 years. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $39.5 Million. The magnitude of construction for this project is expected to be between $500,000 to $1,000,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work.� This is not a solicitation.� Only those firms that respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A list of no more than five current projects at least 75% physically complete as of the date of this notice, or past projects completed within the last 10 years demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work.� For each project submitted, provide a brief narrative statement of the work involved, your firm�s role in the project, the dollar value and the completion date. Include a summary detailing any special qualifications, equipment, or certifications applicable to the scope of this project, held by your firm and/or in-house personnel.� Examples include a list of excavators, bulldozers, and haul trucks owned by your firm, to include model numbers, and a statement addressing if your business would likely have to rent equipment for work of this project�s scope and magnitude.� Haul trucks needed are belly dumps and or dump trucks equipped with high-lift gates or rock lips and licensed highway legal.� Hydraulic excavators should have a minimum flywheel horsepower of 222 hp, with a boom length of 30 feet, and equipped with a thumb. A reference list for each of the projects submitted in 1. above.� Include the name, title, phone number and email address for each reference. Provide a statement of your firm�s business size (HUBZone, Service-Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above.� Provide a statement that your firm intends to submit an offer on the project when it is advertised. Provide a statement of your firm�s bonding capacity.� A statement from your surety is NOT required. Cage Code and DUNS number. Respondents will not be notified of the results of the market analysis and debriefings will not be available. Submit the above requested information to Chandra Crow, Contract Specialist, via email to Chandra.d.crow@usace.army.mil. �Your response to this notice must be received on or before 4:00 pm Pacific Time on Friday 18 March 2022. � Summary of Scope of Work: This project is to remove vegetation and rehabilitate the revetment of the Jackson Project Levees, as well as perform short notice repairs of levee sites damaged by spring river flows. The project is in Teton County, Wyoming, near the town of Jackson. The project consists of 28 levees (33 miles total), 48 levee access roads, and 5 riprap stockpile sites. The contractor selected to perform this work will be required to perform work to include: �������������� -Remove and dispose of vegetation located on project levees, sized from brush to trees more than 20� in diameter, in a legal manner. �������������� -Load and transport government furnished riprap and/or fill material to worksites from Project Stockpiles.� Rock weighs up to 3000 pounds. �������������� -Temporarily remove existing revetment to enable re-grading of slopes of levee to a specified profile. �������������� -Excavate for a toe trench to replace/reconstruct the levee toe.� This work will occur in-water for approximately 50% of the levee length, on average. �������������� -Place levee fill material in lifts.� Compact levee fill to specification standards with compaction equipment. �������������� -Mix new riprap with old material, placing rock individually on levee profile and toe to ensure rock is properly keyed. Some of the work will be performed in the water by excavators. In these locations where the river is immediately adjacent to the levee, only the bucket of the excavator will enter the water.� Waters of this region of the Snake River routinely exceed 10 feet/second in velocity. This project must be completed by 15 November of a typical year, due to the onset of winter and hence the necessity for the contractor to shut down.
