- INDUSTRY DAY SITE SURVEY NOTICE Mission and Installation Contracting Command � Fort Sam Houston, TX Access Control Upgrade THIS IS AN INDUSTRY DAY � SITE SURVEY ONLY. The Mission Installation Contracting Command Contracting Center � Fort Sam Houston (MICC-FSH) is issuing this Industry Day Notice as a means of conducting market research to identify potential sources having interest and industry technologies available to support/provide MICC-FSH Access Control Upgrade to existing buildings as identified in the attached draft Statement of Work (SOW). As such, the Government encourages SBA certified socio-economic group sources to identify their capabilities in meeting the requirement at a fair market price. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns) to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. There will be no submittals returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if issued. The anticipated NAICS code(s) is 561622 � Locksmith, with a business size standard of $16.5 million. The Product Service Code (PSC) is 6350 � Miscellaneous Alarm, Signal and Security Detection Systems. If a potential small business vendor believes they can provide the required services as identified in the draft Performance Work Statement, but under a different NAICS code, please feel free to respond to this Sources Sought document and identify the appropriate NAICS code and why you believe it is appropriate. Mission Installation Contracting Command (MICC) Contracting Center � Fort Sam Houston (FSH) is seeking a vendor that shall furnish and install all labor, materials, tools, equipment, and supervision necessary to install and upgrade the access control system. The project will included but not be limited to, all necessary labor, materials, tools, equipment, qualified supervision and management, plans, and detail manufacturer�s recommendations in all phases of the execution. The contractor shall deliver markup drawings and diagrams for door lock upgrade at the end of the construction period. The contractor shall replace the existing WI-Q software to a new WI-Q Interface software or equal to accommodate new Readers or equal, existing WI-Q readers and future readers. This requires the Contractor to have a minimum of 3 years of WI-Q Interface Experience. The contractor shall be WI-Q Access Control certified or equal, WI-Q Interface system certified and WI-Q Stand Alone certified. The contractor shall provide WI-Q Licensing or equal, with minimum licenses for 32-wired readers and 128 WI-Q locks and two (2) Badging Clients. The contractor shall seamlessly replace/upgrade access control security system door locks to the following buildings- 659, 600, 603, 604, 605, 606, 607, 608, 609, 610 and 613.� Period of Performance (POP) is from 01 June 2022 through 31 May 2025. Industry Days Site Survey � The Government has scheduled a three (03) day Industry Day � Site Survey at Fort Sam Houston, Texas from Tuesday thru Thursday, 15 March 2022 to 17 March 2022.� The Site Visits are between 0800 hours to 1400 hours CST � each interested vendor will have one hour allocated. Meeting place will be the Mission and Installation Contracting Command � Fort Sam Houston, 2205 Infantry Post Road, Bldg. 604. Fort Sam Houston, TX 78234-1361.Once vendor contacts the contracting office, we will provide directions. Please arrive early enough to facilitate going through the visitor�s center at the main gate to receive a visitor�s pass. Any firms who wish to attend the site visit shall submit their request electronically directed to the attention of the Contracting Officer, Gary Whitney via email at gary.d.whitney4.civ@army.mil and/or telephone at 210-328-7764; and attention to Contract Specialist, Joseph Schwener, Jr. via email at joseph.g.schwener.civ@army.mil and/or telephone at 210-288-4324; �no later than 3:00pm CST on Monday, 14 March 2022. All requests shall include the name(s), company name, position title, telephone number, email address and mailing address of all attendees. The site survey is limited to a maximum of four (04) attendees per company. Contractor representatives should be prepared to furnish identification if requested. NOTE: Remarks and explanations made by the Government representatives during the course of the site visit, whether orally or in writing, shall not change or qualify any of the terms or conditions of this solicitation. The solicitation can only be changed by a formal written amendment issued by the KO. In response to this sources sought, please provide: 1.� Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) In addition, the corresponding NAICS code. 2.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement pursued, if any. 3.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.� 4.� Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 5.� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.� Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC POC information from the https://sam.gov notice.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 6.� Recommendations to improve the approach/specifications/draft SOW to acquiring the identified items/services. 7. Information to help determine if the suggested NAICS considered appropriate for this acquisition. If you believe it is not, suggest a NAICS and explain why it is more appropriate for this type of acquisition. 8. What percentage of work will be performed by the small business prime contractor and all similarly situated entity sub-contractors?� 9. This documentation must address at a minimum the following items: What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, provide details. What specific technical skills does your company possess which ensure capability to perform the tasks?
